Commission rules of procedure. This session will discuss the
broad content of these proposed rules.

Fred Anderson has been working on the question of L.I.D,
deferred payment

1. CALL TO ORDER
2. ROLL CALL
3. DISCUSSION - Planning Commission Rules of Procedure
1�. Chairman Whittaker presented the draft he had recently
completed of Planning Commission rules and procedure.
He did not have a copy of the draft for all commission
members and therefore discussed the major items included
in it.
B. After a brief discussion of the draft, commissioner Ball :
asked that copies be m�de avai�able to all members for
consideration at the next study session.
4. DISCUSSION - Street Improvement Program and Policy
A. Brooks informed the Planning Commission that Fred Anderson
� had determined it would not be possible to provide sub-

sidies for L. I. D. 's by the City placing a Zien on the
L. I. D. 's for persons not able to pay their portion.

B. The Planning Commission said that the lien method was but �'
one way of providing subsidies and if this wou�d not work, ;` .
they requested the staff to r�search other means of pro-
viding subsidies for low income and retired persons for
purposes of L. I. D. funding of street improvement projects.
5. DISCUSSION - P�.anning Department Project Priority and Scheduling

A. Brooks presented a list of next year's work program which 'f '
included a listing of the projects to be comp�eted by priority
rating. ;

B. The Planning Commission concurred with the program and said
they would study it and report back to staff with additional ��
work items. The staff was instructed to rieorder the �<
suggested priorities. 4''

6. OTHER BUSINESS - Progress Report on NPO #2 k�l

A. Bolen presented the most recent plan developed by the NPO :�
#2. He stated that this plan had been present�d at an ��

� informal neighborhood meeting which was attended by approxi- f�a
mately 70 persons and was we�l recei_ved. He then explained '�,

the various aspects of the Plan and answered some Planning
�r Commission questions. '
B. The Planning Commi.ssion stated that the Plan appeared to
be progresszng to � satisfactory solution and asked the
staff to present it to them at a public hearing as soon
as posszb�e. Bolen stated this date would be aepternber
17, 1974.
