MINUTES
TIGARD PLANNING COMMISSION
Planning Session November 27, 1973

CALL TO ORDER
The meeting was called to order at 7>30 P.M.
ROLL CALL
Present: Chairman Whittaker , Ball, Frazier, Barkhurst, Sakata
Absent Nicoli, Lewis, Hartman and Nickelson
1. Subdivision and Znning Ordinances - Review
a. The Commissicr discussed proposed amendments to the
zoning and sundjvision ordinances as drawn by the
City Attorney. These amendments included changes
made necessary by recent changes in the Oregon State
Jaw and also prohleFis which have been experienced with
the existing City ordinances
b. After discussing the proposed amendements the Commissioners
found themselves in substantial agreement with the
original drafts and instructed the City Attorney to
redraft them according to the concerns mentioned and
they would be heard at the Commission' s December 18th
public hearing.
c. Brooks stated that he would get together with the City
Attorney in rewording some portions where the Planning
Commission expressed a concern.
2. Request to make combined furniture retailing and warehousing
a conditional use in an M-4, Industrial Park Zone.

He stated that the retail portion of the facility
is not now permitted in the M-4 zone. The Murray-
McCormick group requested the Planning Commission
consider altering the M~4 zone to allow this type
of wholesale-retail furniture function.
b. After a discussion of the differences between a
retail and warehouse type of function the Commissoners
instructed the staff to put this item on the agenda
for the December 18, 1973 meeting.
3. Report on formation of CreenbUrg-Brookside NPO
a. Mr. Bolen reported that the group had been formed
' and the first meeting held. Basic work program was
set down and begun by considering the basic problems
affecting the development of the neighborhood.
4. Discussion of Design Review '

Brooks reported on Council consideration of the Design
Review proposal sent to Council by the Planning Commission.
He reported that there was some concern over the Sign Board
of Appeals being included within the design review function

but generally the proposal appeared acceptable to the Council
at that time.
5. Report on Progress of Street and Road Policy
a. Commissioner MirkeIsoQ was not present to report
on the progress of his study.
6. Report on Downtown Study Progress
a. Brooks reported that a $9,000 Federal 701 planning
grant had been okayed by CRAG and sent on to the State.
7. Schedule of Holiday Meeting
a. The Commission agreed to cancel the meetings scheduled
for December 25, 1973 and January 1, I974. In case it
Were considered necessary, January 8, 1974 was left
• open as a possible meeting date. The next regularly
scheduled meeting in January would be held January 15,
1974
