MINUTES
TIGARD PLANNING COMMISSION
Study Session - October 23, 1973, 7:30 P.M.

Members present: Barkhurst, Lewis, Frazier, Hartman,
Mickelson, Sakata, Whittaker: staff
members Brooks and Bolen
1. Council action on Billboard recommendation
A. Brooks informed the commissioners of the City Council's
decision not to adopt their recommendation for placing
additional controls upon the placement of billboards
in the City.
B. The Commission discusses the possibilities for working
out a scheme which the Council would find acceptable.
C. Concensus was reached with Whittaker's suggestion that
the matter be laid to rest until such time that the
sign code would be incorporated into the Zoning Ordinance.
Whittaker pointed out that this was the recommendation
of the City Administrator and probably the best solution
to the entire sign problem.
2. NPO #2 - Program Report
A. Bolen reported that information had been circulated
to all of the homes and businesses in the area describing
the City ' s intention to do detailed planning for the
area and requesting nominees to serve on the elected
NPO. This material was delivered by students from
the high school 's A.F.T.E.R.
9 program, supervised by
John Laws, the Planning Department' s planning intern
from Portland State. The response to the 1,000 surveys
delivered has been slow and the 'deadline for closing
nominations has been set ahead from Octboer 17 to
October 26. It was reported that 70 surveys and 15
nominations had been received. This was compared with
NPO #1 where 120 surveys and 36 nominations were returned.
The nominations received by the 26th will be placed
on a ballot and delivered by the A.F.T.E.R. students
on October 30th and November 1.

B. Whittaker asked if the nominations received to date
appeared to be representative of the neighborhood
based upon geographic distribution. Bolen said that
nominations had been received from most sections of
the neighborhood.
C. Lewis expressed concern over allowing renters to serve
on the NPO. He said that bossbily only people who
have a stake in the community should serve on theNPO.
3. Council decision to hire a traffic consultant
A. Brooks informed the Commissioners that the City
Council approved hiring a traffic consultant to
work with the staff toward solving the traffic
circulation problems in NPO' s #1 and #2. He reported
contacting two consultants for the Councils' consideration.
4. Streets Policy - Progress Report
A. Allan Mickelson presented his program on the study
he is conducting regarding street policy. He said
his research has revealed that the City presently has
few tools available for consideration of streets
projects and that there is a need for design standards,
,ry thorough more traffic planning and equitable assessmrnt
methods. He stated that he has formulated some recom-
mendations but wants time for further study before
presenting them. Within two weeks he felt that a draft
of his conclusions and recommendations would be available.
5. Flood Plain Study 6 Progress Report
A. Brooks said that he has been gathering information and
is making progress in this area. The flood plain
has been mapped on USGS topographic maps and means of
retaining this area in an undeveloped state is the
emphasis of the study. The final mapping will be
placed upon the new planimetric series of aerial
photographic maps which will be available next spring
and summer. These maps consist of "contorlled" aerial
photographs which show all features of the landscape,
including vegetation, buildings, streets, fence lines,
etc.

6. Revisions to Subdivision Ordinance
A. Brooks said that the City Attorney's office is
updating the subdivision ordinance to bring it
into conformance with the new state subdivision
law. He also stated that the problem of interfacing
the P.D. zone and the subdivision ordinance will be
resolved with this revisions.
7. Summerfield Bicycle Path
A. Brooks read a letter from the Citizen Bike Path Committee
and the Tigard School District expressing a need for
a bicycle path along Durham Road. The letter stated
that two students were hit by cars last Lear and the
need for a facility along Durham Read is urgent. It
continued, suggesting that the Tualatin Development
Company construct a path along Durham rather than
along Summerfield Drive as required by the Planning
Commission.
B. Whittaker said that both paths were needed and means
should be sought of getting a path constructed on
Durham in addition to the path along Summerfield Drive.
C. Lewis said the Durham Road bicycle path is the County' s
responsibility, sighting a promise mise made to t

school students to construct this faciltiy.
D. Mickelson said that taking the path off Summerfield
Drive, a collector street, would result in the
construction of a substandard facility.
E. Bolen asked the commissioners to base their decision
upon the public need involved and suggested a study
be made to ascertain where the greatesk} need exists.
He suggested that the greater need may exist on
Durham Road and at this time it ma be more to the
public benefit to put a path on Durham than Summerfield
Drive.
F. After a thorough dispussion the Commissioners agreed
that the path along Summerfield Drive should not be
traded for a path along Durham Road. However, the
need for the Durham flicycle path was recognized and
the Commission resolved to work with the public
agencies involved toward the goal bf developing this
path.,
8. Miscellaneous
A. George Lewis expressed his concern over the length
of Planning Commission meetings and quoted an editorial
on this subject from the ®regonian. He said that

unnecessarily long meetings were unfair and incon-
siderate to both the public and the Planning Com-
missioners. He suggested that a specified period of
time be alloted to both proponents and opponents and
that decisions be rendered after testimony on all
of the public hearing items had been taken.
B. Whittaker said that he was studying means of
streamlining the meeting procedures and would have
a report forthcoming shortly.
