The staff recommends approval of this p
application. We feel the new C-5 is appropriate in thia ` i'
lncation. It is improbable that single family R-7 devel- �
opment would really be appropriately developed here. Multi- G
family development has appeared in the area, but we feel that 4'.
the controls built into the new C-5 zone can give a more
open, more residentially-compatible development, than, say,
a l:arge apar�ment complex. This C-5 zone provides controls
found in no other zone, inc'luding the single famil,y zones;
controls for landscaping signs, height and area.

posure, and, at the s�me time, provide a go�d image of our

We feel that the Mar.dock propert,y is a '
good one for this "front door" type of development, and f
that the proposal before us in this application cannat be
considezed "the hiqhest and beat use" of the property. The ,`.

north. However, from the highway and from 72nd Avenue '
