TIGARD PLANNING AND ZONING COMMISSION
PUBLIC HEARING DECEMBER 15, 1966 7:30 P.M.
A public hearing with respect to boundaries of districts and zoning
regulations and restrictions in the City of Tigard.
ROLL CALL Present John Perry, Chairman; Jim Aitkin, Jack Armand,
Alan Paterson, Elton Phillips, Everett Severson,
Members; Fred A. Anderson, Attorney; Larry
Bissett, Planning Consultant; Robert K. Logan,
City Administrator; Keith C. Thompson,City
Engineer.
Absent Clarence Nicoli
Public Hearing 7:30 P.M. - Approximately 52 persons in attendance.
Larry Bissett, Planning Consultant, presented the new zoning map and
the methods used by the Planning & Zoning Commission in the proposed
roledialtd Zoning Code & Map.
The following persons testified in the public hearing.
1. Bill Heppner felt that the lower part of the property located I
south of 99W & west of Tigard-Beaverton Expressway should
remain M-3.
2. Ludwig Anderson who lives on 99W was against the setback provisions
of the proposed Ordinance.
3. Iry Larson
4. Fred LuBuff of n H. Overmeyer Co. questioned the zoning adjacent
to the Overmeyer Warehouse.
5. Melvin Ballard wanted a clarification of the zoning on 99W &
Frewing--- proposal was to zone his property A-2, but across
the street it is now used for Commercial.
6. Howard Gass who has property on Ash St. felt that Fanno Creek
should not be used as a boundary in determining A-2 and M-4.
There would be no access to the M-4 property if the creek is used.
7. Stan Adkins stated that his property on 99W near Frewing St.
should be left Commercial. '
8. Mrs. Wagner presented a petition of 34 names. These persons are
against the proposed zone change to M-4 of the area along Johnson
Street, Tigard Avenue, Katherine Street and Grant Street.
9. Joe Schulte was opposed to the change on Tigard Avenue to E:
Industrial.
10. Dale Goodno was opposed to the change on Tigard Avenue to
Industrial.
gi 11. Verne Torgenson asked about the Burlcrest area and the rerouting
of Highway 217. x
12. Margaret Finley who has property on Gaarde Street wanted to know
what the side and rear yard setbacks would be in an A-2 zone.

13. Wayne Adkins stated that the high density provision for apartments
should be included in the proposed zoning code. i
14. Howard Gass stated that the high density provision for Apartments f
should be included in the proposed zoning code.

15. Fred Schrier felt that his properties on 99W should be left
Commercial instead of the proposed A-2.
