President Phillips called the meeting to order at 7:30 P.M.
President Phillips called for the reading of the Minutes of the
meeting of August 6, 1963 which were then read and upon call for
corrections or ommissions none being offerred, President Phillips
declared the Minutes approved as read.

President Phillips: Next on our agenda we will consider the
Zone Change at 8975 S. W. Burnham Street, which is an application
to change an M-3 (Light Manufacturing) to A-2 (Multiple Dwellings)
for the purpose of construction of duplexes.
I might mention to our visitors, if you have comments, that
you please give us your name and address. Do we have any comments
from the floor on this Zone Change?
Since there are no comments as yet I have two letters with
reference to this Zone Change. (Reading letters from Gay & McGarr
and Air King Manufacturing) We have these two letters of objection
to this particular Zone Change. Do we have any comments from the
• Commission at this time?
After some review by members of the Commission and questioning of
Mr. O. R. Randall, the applicant for this change, President Phillips
advised the Commission has the right to adjourn the hearing on this
matter as we need more facts than we have; there is some legality
that should be checked by Attorney Anderson on this and if the
Commission is in agreement I would like to get more facts and con-
tinue this hearing.
President Phillips: (Addressing Mr. Randall) We will keep you
informed on the facts we need from you in a very short time,, in 4,
a legal and orderly manner.
President Phillips: Next we have a Zone Change or clarification
on the Cascade Motor Villa; the trailer park off Commercial Street.
There was some discussion by the Commission following which Presi-
dent Phillips suggested, I would like to make a recommendation,
that we allow Mr. Tupper (Cascade Motor Villa) under the Non-Con-
forming Use of our Ordinance to go ahead and construct six (6)
trailers and in turn make the necessary arrangements for the fencing,
shrubs or necessary surroundings to "dress up" that area. Do we
have any comments from the Commission on this; are they for or
against; or do they have other ideas?
A. Pietila: I would be in favor of making that a motion and will
second it; to construct the necessary six (6) spaces with the
necessary surrounding fence and the zone would remain a C-2 zone ,
and on your permit that would so state.
Upon call for vote the motion was unanimously approved, all
members being present.

President Phillips: We have here City of Tigard zoning maps and
City of Tigard Sub-division ordinance. I spent a couple of mornings i1
here with Larry Bissett on several of the different City's sub-divi-
sion ordinances. The City of Beaverton has the best that we have

read. We have taken this ordinance and marked out several things
that would not be applicable to the City of Tigard. We will take
a quick run through this and then have copies made for members of
the Commission. There are several items on which we need clari-
fication from the City Council.
There followed some discussion with respect to the Sub-division
ordinance particularly in regard to sidewalks and streets and
President Phillips advised that in general we will re-type this
ordinance using it as a City of Tigard ordinance with the necessary
changes and have copies for the members. I think perhaps we
should have a special meeting and give it some more thought as
it might be possible there may be two or three mote drafts before
we conclude this.
Attorney Anderson: The City Council passed a motion that they
will not accept any dedicated, improved streets as City streets
with the City responsible for maintenance unless there is a bond
posted to require the Sub-divider to deliver that street or the
portion of that street in a satisfactory condition at the end
of one year to insure the City that the street is going to hold
up for at least one year and at the end of the year they will
rehabilitate that street when the City accepts it. The Sub-
divider might use this street more hazardously in building ad-
ditional areas in that year and break it down.
In further discussion of the streets Attorney Anderson suggested
that while no doubt a rigid inspection would be maintained by the
Sub-divider he personally felt the City should also make an
inspection. Councilman Klock stated it was his opinion the City
should have supervision of whatever happens to that street any
time during the year and spoke about the necessity for having
specifications and inspections during the construction.
Mayor Woodard, Attorney Anderson and Councilman Klock discussed
the matter of specifications and inspections and Larry Bissett
suggested we could secure the specifications the County uses,
look those over and see if that's what we want.
President Phillips: We will get each one of you a copy and
kick it around some more. Are there any comments?
Mr. Woodcock: (Addressing the Commission) I work for the
Mobil Oil Company. I felt I should come here and see if I could
get something set up. We have a real interesting problem at
the Nine-T-Nine service station and Lone Oak restaurant. It is
one of those projects that has been under way for about two years
and much of the detail planning and financing set up and approved
prior to this ordinance. Mr. Hess proposes to merely relocate
this building to the rear and on some of his property but it got
to be quite a problem with the Liquor Commission and they denied
him the right to go ahead but to build a new building. This
intersection is becoming an important part of the City. He has a
problem of meeting the parking requirements. The modernizing of the
service station is in the way and if this project is delayed the
winter rains will set in. I was wondering if the plan is for him
to rework his plans to provide about ten (10) instead of about
fifteen (15) required spaces in the zoning code; if he gets in his
application for a variance I was wondering if you gentlemen could
take a special meeting to consider this. L.
President Phillips: We could probabl y if bring it Monda y
or
Tuesday; we could possibly consider it a week from the following
Thursday but we might have to have a longer time. I really think
before we can come up with an intelligent answer the best thing is
for you to come in with an application and we all should take a
look at the plan.

President Phillips: At this time we would like to hear from
Larry Bissett on the maps. (Larry Bassett spoke on the maps
which were hung on the wall of the Council Chamber)
President Phillips: I would like to know your comments on the
maps for each of you. You will get a new map and you can do
what you want with it. We want to zone the outside areas. We
were thinking of taking a section of the wall and corking it
and in that area we would have our maps for reference. In back
of us on this wall I think we should have a blackboard.
Mr. Pietila will investigate the cost and give us a rundown on it.
President Phillips: If we decide on a special meeting we would
not necessarily cover that one item but cover our ordinance at
the same time and a couple other things I have in mind. I think
we can make a full meeting out of the special meeting. If you
wish to stick to once a month regardless, I do feel we are going
to need more than one meeting a month. (Addressing Mr. Anderson)
On this matter of 8975 S. W. Burnham Street I would like to get
together with you on this matter.

and unanimously approved by the Commission. Adjournment taken
