The I-P zoning district provides appropriate locations for combining light manufacturing,office and small-scale commercial uses,e.g.,restaurants,personal services and fitness centers,in a campus-like setting. Only those light industrial uses with no off-site impacts,e.g.,noise, glare, odor,vibration,are permitted in the I-P zone. In addition to mandatory site development review,design and development standards in the I-P zone have been adopted to insure that developments will be well-integrated, attractively landscaped,and pedestrian-friendly. BACKGROUND INFORMATION Site Information: The project is located at 16160 SW Upper Boones Ferry Road; on the southeast corner of SW Upper Boones Ferry Road and SW Durham Road. The site is part of the PacTrust Business Center. The site consists of four parcels that total approximately 18.89 acres. The site contains eight office buildings and site improvements that include landscaping and associated parking lot. Proposal Description: The proposal includes the installation of two emergency generators within an existing landscape area for an existing business, Dow AgroScience. The proposed generators will remove approximately 256 square feet of landscaping on the site. SECTION IV. APPLICABLE REVIEW CRITERIA AND FINDINGS MINOR MODIFICATION OF SITE DEVELOPMENT REVIEW: The proposed change in use requires a Minor Modification to approved plans or existing development. Section 18.360.060.0 states that a minor modification shall be approved, approved with conditions or denied following the Director's review and as follows: 1. The proposed development is in compliance with all applicable requirements of this title;and FINDING: The proposal is to remove a portion of the existing landscaping in order t place emergency generators so the main focus of the review is on the landscaping requirements. Upon review of the proposal's plans and narrative, staff finds that in accordance with TDC 18.530, the proposed minor modification does not require additional landscaping. In accordance with Table 18.530.2 Development Standards in Industrial Zones, properties located within the I-P zone shall provide a minimum of 25% landscaping. The site, approximately 855,649 square feet in size, is required to provide a minim of 213,912 square feet of landscaping. The site currently has 215,499 square feet of landscaping, a difference of 1,587 sq. ft. The installation of the generators will remove approximately 256 square feet of landscaping. Even with the removal of 256 square feet of landscaping, the site still has 1,331 square feet of landscaping over the required amount. Therefore, the applicant does not need to provide additional landscaping. All other applicable requirements of this title are satisfied. This includes but is not limited to building height, setbacks,and parking requirements. This criterion is met. 2. The modification is not a major modification. FINDING: Staff finds that the changes listed in TDC18.360.050.B.1-11 are either satisfied or do not apply. Therefore, the proposed development is not a major MMD2014-00024 DOW.AGROSCILNCI: Page 2 of 3 modification. This criterion is met. CONCLUSION: The proposal is a minor modification of existing site development and is in compliance with the applicable requirements of this title. SECTION V. Dow AgroScience requires a minor modification to an existing site plan due to the proposed addition of (2) emergency power generators at the exterior of Buildings C and E at their existing TI space located in the industrial business park at 16160 SW Upper Boones Ferry Road. Locations of the pads were selected to minimize reduction of open space and landscaping and reduce sight lines from the public streets. A CMU wall is being provided to block views of the generators per Section 18.745.00 Landscape and Screening—Buffering and Screening: E. Screening:special provisions. 2. Screening of service facilities. Except for one family and two-family dwellings, any refuse container or disposal area and service facilities such as gas meters and air conditioners which would otherwise be visible from a public street, customer or resident parking area, any public facility or any residential area shall be screened from view by placement of a solid wood fence or masonry wall between five and eight feet in height. All refuse materials shall be contained within the screened area. Three trees will be removed to allow for installation of the new generators. These trees will not be replaced due to the large abundance of trees already located on the site. APPLICABLE REVIEW CRITERIA AND FINDINGS MINOR MODIFICATION OF SITE DEVELOPMENT REVIEW: The proposed change in use requires a Minor Modification to approved plans or existing development. Section 18.360.060.0 states that a minor modification shall be approved, approved with conditions or denied following the Director's review and as follows: 1. The proposed development is in compliance with all applicable requirements of this title; and FINDING: The proposal is to remove a portion of the existing landscaping in order t place emergency generators so the main focus of the review is on the landscaping requirements. Upon review of the proposal's plans and narrative, staff finds that in accordance with TDC 18.530, the proposed minor modification does not require additional landscaping. In accordance with Table 18.530.2 Development Standards in Industrial Zones, properties located within the I-P zone shall provide a minimum of 25% landscaping. The site, approximately 855,649 square feet in size, is required to provide a minimum of 213,912 square feet of landscaping. The site currently has 215,511 square feet of landscaping, a difference of 1,599 sq. ft. The installation of the generators will remove approximately 148 square feet of landscaping. Even with the removal of 148 square feet of landscaping, the site still has 1,451 square feet of landscaping over the required amount. Therefore, the applicant does not need to provide additional landscaping. All other applicable requirements of this title are satisfied. This includes but is not limited to building height, setbacks, and parking requirements. This criterion is met. 2. The modification is not a major modification. FINDING: Staff finds that the changes listed in TDC18.360.050.B.1-11 are either satisfied or do not apply.
