02/10/2011 - Minutes TIGARD PUBLIC LIBRARY BOARD MINUTES Thursday, February 10, 2011 Call to Order: 7:11 p.m. Roll Call Present at the meeting: Board members Grace Amos, David Burke, Richard Heath, Cecilia Nguyen and John Storhm, Library Director Margaret Barnes and Executive Assistant Alison Grimes. Linda Monahan and Jennifer Vasicek were excused. Minutes The January 13, 2011 Board meeting minutes were reviewed and, there being no additions or corrections, were approved as read. A huge Dr. Seuss fan, Weber started as an on-call librarian in 2004. Besides her normal duties at Tigard, Weber also holds positions on various committees focusing on children's literature. Weber's goal is to make a difference. In her spare time, she is also a Master Gardener. Library Operations January's stats were distributed and reviewed. Barnes noted a slight dip in circulation's figures which could be due to the opening of the Murray Scholl's branch. January programs were quite popular— there was a good turnout at the hula dancing program and between 80 to 90 people showed up for the Super Bowl. Beginning in several weeks, AARP will again be providing tax help on Fridays and Saturdays. Annual Patron Survey Approximately 2,400 surveys responses have been received so far; most of them on paper. Comments have generally been positive — patrons are appreciative and have thanked us for providing the variety of programs. Constructive criticism has also been TIGARD PUBLIC LIBRARY BOARD MINUTES Thursday, February 10, 2011 received; some patrons are not happy with the cell phone policy and others feel the Library is too noisy. Library Policies Review The Board had previously reviewed the first six policies on the list: Unattended/Vulnerable Child, Food and Beverage, Public Computer Rules, Reference Services, Donation Guidelines (integrated into Gift Policy) and Fee-Based Services. Also added for discussion was the Solicitation Policy. The following comments/changes were suggested: • Unattended/Vulnerable Child — Change "Children ages 10 and under" to "Children under 10 years of age". This policy will be forwarded to the City Attorney for review. • Food and Beverage — Change "spill-proof cups" to "spill-resistant cups". • Public Computers — Under#6, third sentence: Change "children 10 years or younger" to "Children under 10 years" and cite code. • Reference Services — a typo was found on IIID — "owed" will be changed to "owned". • Fee-Based Services — Board would like Policy sentence: "The Tigard Library charges fees to cover costs associated with providing alternative, enhanced, or specific services which benefit one user at the exclusion of others." Rewritten so it sounds a little better. • Donation Guidelines — although not an official policy topic as this policy is integrated into the Gift Policy, Storhm suggested the bottom portion "Book Donation Alternatives" be deleted. • Solicitations - Citizens seeking signatures for petitions must be 50 feet from the Library entrance (the far side of the black bollards). Unless a program performer, items cannot be sold in the Library. Items posted on the Community Information Board, which should be approved prior to placement, can be no larger than 11 x 17. The next six policies will be forwarded to the Board for review at the March meeting: Library Card, Study Room Use, Room Use, Collection Development, Proctoring Examination and Proctoring Examination Guidelines. TIGARD PUBLIC LIBRARY BOARD MINUTES Thursday, February 10, 2011 WCCLS Update Although not official, Barnes feels the Library's budget will remain the same as last year's. More definitive information will be known in several months. Barnes did note, however, that the 3 hours lost on Thursday will not be restored. Other Business Tuesday, April 19 at 6:30 p.m. is the date the Library Board will hold its annual meeting with City Council. The Board was asked to think of topics of importance to discuss with the Board or technological items to demonstrate. Ideas that immediately came to mind were: the Library's presence on Facebook and Twitter (Social Media); Annual Survey results. • Library Trends — It was noted that Powell's Books is laying off employees — possibly due to the rise of e-books? It was also noted that Harper Publishing seems to be moving toward more audio. Adjournment: There being no further business, the meeting adjourned at 8:39 p.m. The next Library Board meeting is scheduled for Thursday, March 10, 2011 at 7:00 p.m. in the Conference Room at the Tigard Public Library, 13500 SW Hall Blvd.
