KEY FACTS AND INFORMATION SUMMARY The City Center Development Agency's (CCDA) Facade Improvement Program commenced in November 2009. The agency provides architectural design services and 50 percent matching grant funding (up to $25,000) for exterior improvements to buildings. The goals of the program are for both economic revitalization (encouraging new investment in an area of mainly small, locally owned businesses), and community development (promoting good urban design in the unique, walkable "heart" of the community).Recently, there has been renewed interest in the program with five new applications for design assistance since January 1, 2013. Applications for matching grants are reviewed by Urban Renewal Improvement Programs Joint Committee, made up of two members of the City Center Advisory Commission (CCAC) and two members of the CCDA Board. A total of twenty -one Main Street businesses /properties have received design assistance from CCDA's on- retainer architects. Eleven matching grants have been awarded. Six of these projects (Tigard Liquor Store, Main Street Stamp and Stationery, Under Water Works,12215 SW Main, Tigard Main Street Cleaners, and 12564 SW Main) have been completed. The CCDA has invested $104,598 in these six completed projects (architectural cots and matching grants.) This has leveraged approximately $450,000 of additional private investment. Five additional projects are in various stages of completion (Sherrie's Jewelry Box, Rojas Market, Symposium Coffee, We Li Acupuncture , and Max's Fanno Creek Brew Pub). The Targeted Improvement Program was established in August, 2012. The program offers a 50 percent matching grant (up to $75,000) to help offset the costs of interior tenant improvements for targeted business types. Currently, the focus is on new restaurants, cafes, bakeries or similar businesses. In March, 2013 Symposium Coffee was awarded the first matching grant for $24,800. The improvements to the Chamber of Commerce building are in progress and the cafe should be open within a few weeks. The Urban Renewal Improvement Programs Joint Committee will consider what type of businesses to focus on in the next few weeks to open another round of grant funding. Both the Facade Improvement Program and the Targeted Improvement Program have helped create a more inviting environment to shop, recreate, do business, and invest in. They have demonstrated how the public and private sectors can successfully collaborate to improve the business and visual appeal of Downtown Tigard. STAFF RECOMMENDATION / ACTION REQUEST The Board of the City Center Development Agency is requested to receive the project update. KEY FACTS AND INFORMATION SUMMARY The Main Street /Green Street retrofit project will reconfigure Main Street and improve vehicular, bicycle, and pedestrian circulation. Project improvements include: 'Wider sidewalks 'Landscaping •New street lighting •Street trees •Stormwater planters 'Pedestrian safety enhancements The project is nearing final design and engineering. Right -of -way is currently being acquired for the project. The bid date is currently set for September 26, 2013. Construction is expected to start in earnest after the holidays, in January 2014. The project is funded through a $2.5 million, federally- funded grant from Metro. The city is required to provide $650,000 in matching funds.
