DDR2014-00006 DDR2O14 - 00006 Sourcing Solutions Entry Door Improvements NOTICE OF TYPE I DECISION DOWNTOWN DESIGN REVIEW (DDR) 2014-00006 SOURCING SOLUTIONS ENTRY DOOR IMPROVEMENTS TI G A R D 120 DAYS = 02-05-15 SECTION I. APPLICATION SUMMARY FILE NAME: Sourcing Solutions Entry Door Improvements CASE NO.: Downtown Design Review (DDR) Compliance Letter DDR2014-00006 PROPOSAL: The applicant is proposing one new entry door as part of the division of an existing building into two tenant suites. APPLICANT / OWNER: Sourcing Solutions 14845 SW Murray-Scholls Drive, Suite 110, PMC 118 Beaverton, Oregon 97007 LOCATION: 8905 SW Commercial,WCTM 2S102AA,Tax Lot 03901. ZONING DESIGNATION: MU-CBD: Mixed Use — Central Business District. The MU-CBD zoning district is designed to provide a pedestrian friendly urban village in Downtown Tigard. A wide variety of commercial, civic, employment, mixed-use, multi- family and attached single family residences are permitted. New development and re-development is required to conform to the standards of Chapter 18.610. SUB-AREA: Scoffins Street—Commercial Street with Station Area Overlay APPLICABLE REVIEW CRITERIA: Community Development Code Chapters 18.610.010.E.1.c SECTION II. DECISION Notice is hereby given that the City of Tigard Community Development Director's designee has APPROVED the above request for Downtown Design Review. The findings and conclusions on which the decision is based are noted in Section N. THIS APPROVAL SHALL BE VALID FOR 18 MONTHS FROM THE EFFECTIVE DATE OF THIS DECISION. DDR201400006/SOURCING SOLUTIONS ENTRY DOOR IMPROVEMENT PAGE I OF 3 SECTION III. SITE AND PROPOSAL INFORMATION Site Information& History The site is located on SW Commercial Street, constituting a 2,180 square-foot, one-story building that is presently vacant, but previously housed a hair salon. The site and surrounding properties were rezoned from CBD (Central Business District) to MU-CBD (Mixed Use —Central Business District) in 2010 to create the Tigard Downtown District. Sub-areas were established within the downtown, and this site is located within the Scoffins-Commercial Street sub-area. Surrounding parcels are developed with a mix of retail uses, personal services, and a public transit center. Proposal Information The applicant is proposing one new entry door to the front (southwestern) façade of the existing structure. No other exterior improvements are proposed. The purpose of the entry door is to enable the division of the existing building into two tenant suites of approximately the same size. The proposal would change the use of the eastern tenant suite from personal services (hair salon) to office, the other suite does not yet have a proposed tenant. Because the proposal meets the threshold of a Track 1 Design Review Compliance Letter (Tigard Development Code Section 18.610.010.E.1),the application is being processed as a Type I procedure. SECTION IV. APPLICABLE REVIEW CRITERIA AND FINDINGS 18.610 TIGARD DOWNTOWN DISTRICT DEVELOPMENT AND DESIGN STANDARDS Applicability Expansion, modification and site improvements to existing development. An addition, expansion, modification, and/or site improvements associated with such lawfully preexisting uses and structures shall be allowed, provided the application for such proposed project moves toward compliance with the applicable Development Code standards. Only those Downtown Building and Site Design standards applicable to the proposed expansion modification or site improvements to the existing development shall be applicable. The proposal modifies a pre-existing structure. Applicable building and site design standards are addressed below. Applicable development criteria are listed with findings showing how the proposed project moves the structure towards compliance with district standards. This criterion is satisfied. Purpose and Procedures 18.610.010.E.1 addresses when Track 1 design review procedures are required within the Tigard Downtown. Track 1: Design Review Compliance Letter using Design Standards are applicable with the elimination of an entry door and a change to existing awnings or canopies. The proposal is for the construction of a new entry door. A Track 1 Downtown Design Review is being requested. This requirement has been met. Process and Approval Criteria The director shall approve, approve with conditions, or deny an application based on finding that the following criteria are satisfied: the applicable building and site design standard(s) for the project (Section 18.610.030) and/or the applicable additional standards (Section 18.610.035). As demonstrated in the analysis above and below, the applicable standards are met in the proposal. DDR2014-01X06/SOURCING SOLUTIONS ENTRY DOOR IMPROVEMENT PAGE 2 01,3 This criterion is satisfied. 18.610.030 - Building and Site Design Standards — Create Vibrant ground floors, streetscapes and rights-of-way; provide weather protection; and promote safety and security. Design standards in this section are intended to foster vibrant, inviting streetscapes and sidewalk- facing ground floors and entryways. They are also intended to create buildings that are easily accessible and provide protection from the elements for pedestrians. They also will help ensure that the ground floor promotes a sense of interaction between activities in the building and activities in the public realm. Primary Entry: Commercial/Mixed Use Buildings: (1) At least one entry door is required for each business with a ground floor frontage. (2) Each entrance shall be covered, recessed, or treated with a permanent architectural feature in such a way that weather protection is provided. (3) All primary ground-floor common entries shall be oriented to the street or a public space directly facing the street, not to the interior or to a parking lot. The applicant proposes to add a second entry door adjacent to the existing entry door. The new door would be covered by the existing overhang, which is approximately six feet in depth at the location of the door, and would directly face Commercial Street. This standard is met. SECTION V. PROCEDURE AND APPEAL INFORMATION Notice: Notice was posted at City Hall and mailed to: X The applicant and owners X Affected government agencies Final Decision: A Downtown Design Review Compliance Letter is a Type I procedure. As such, the Director's decision is final on the date it is mailed or otherwise provided to the applicant, whichever occurs first. Specifically, one half of the existing building will initially be vacant, while the owner will occupy the other half. Currently, there is only one entry that faces SW Commercial Street. Since the building will be essentially divided, a new separate entry will be necessary to access the occupied space. Although the site is not currently landscaped, the landscape standards will not be triggered as this is not a Type II Design Review. The owner may, however, elect to add some landscaping such as seasonal flower pots to add interest and color to the facade. 18.610.030 Building and Site Design Standards A.(i.) Street facade. This is an existing building;the facade setback requirements do not apply. (2.) Primary entry. The existing and proposed entries are and will be recessed from the existing eave line. (3.) The existing windows facing SW Commercial St. are not proposed to change, however the 60% area criteria is met. The existing and proposed entries are protected from the weather since they are set back from the existing eave line at least three feet (refer to the plan). Awnings are not anticipated. B. Cohesive architectural facade standards. The building, although not recently designed, has a symmetrical facade and repetitive elements such as glazing and details. The addition of the proposed new entry door will reinforce this symmetry(refer to the photograph/elevation). C. Integrated building facade standards. As stated in # 5 above, the additional entry will help to "create a unified building." Additionally, it will identify the separate business entries and add interest. D. Street corners. Not applicable,as this property is not located on a street corner. E. The existing structure was likely built in the 196os, and has a sense of permanence. No concrete block or vinyl siding is proposed. The existing building materials will remain (refer to the photograph). F. Open space I Public plaza. Not applicable as this building is not a mixed use building and does not intend to have residential living units. G. Additional requirements for single-family dwelling units. Not applicable.
