Meeting Minutes
August 18, 2014
CALL TO ORDER
President Rogers called the meeting to order at 7:00 p.m. The meeting was held in the Tigard
Civic Center,Town Hall, at 13125 SW Hall Blvd.

COMMUNICATIONS
Tigard Triangle CAC is going well according to Commissioner Fitzgerald. She is looking
forward to public meetings in September. She'd also attended the Burnham project meeting on
August 11 and said that also looks to be going well.
CONSIDER MINUTES
August 4th Meeting Minutes: President Rogers asked if there were any additions, deletions,
or corrections to the August 4th minutes; there being none, Rogers declared the minutes
approved as submitted.
BRIEFING—Brownfields Grant
Redevelopment Project Manager Sean Farrelly was introduced and announced that the City
had been awarded a U.S. Environmental Protection Agency (EPA) Brownfields Assessment
Grant. They'd been notified of the award in May of 2014. It is a very competitive grant and
there needed to be a show of community support. The city had letters of support from sixteen
community organizations, five government agencies, as well as elected officials. $400,000 was
awarded. With that money, the City can inventory, assess, and plan for the clean-up of

potential brownfields. Sean presented a PowerPoint presentation (Exhibit A). He defined
"Brownfield" as an "underused industrial or commercial property that is potentially
contaminated—especially one that's considered for redevelopment. It doesn't have to be
contaminated—it just has to have the perception of being contaminated due to a previous use.
Sean went on to talk about the public health benefits of cleaning up these properties. He
explained the benefits of bownfield redevelopment- some of which are eliminating health
and safety hazards; bringing new jobs and investment into the community; and increasing
property values.
QUESTIONS AND COMMENTS FROM THE COMMISSIONERS
Commissioner Doherty— "Are there any plans or any need to go through and inventory our
industrial area on 72nd?"Yes,we're planning on doing an inventory of the City's commercial
and industrial areas to get a handle on that.
BRIEFING—RIVER TERRACE
Senior Planner Susan Shanks was introduced and explained that she'd been hired about 10
months ago with her main task being to manage the River Terrace project. She said the last
update before this Planning Commission was back in October when she had just started. This
meeting tonight is to inform the commissioners of what's gone on since that time. She said
that this will be informational and will cover a lot of ground. She said that they would talk
about what the Planning Commission's role is moving forward with the River Terrace Project
—which will be much more substantial than it has been in the past. She explained that this is
the first of two informational briefings to basically help prepare them for the public hearings
that will come up in November on the River Terrace Community Plan project. This briefing is
to provide a big picture context as well as to let them know about the infrastructure Master
Planning effort that's been undertaken; and also the commission's overall role in the project as
it moves forward. The next meeting will be more detailed and will dive into the specific
documents that they'll be reviewing during the public hearing process — so they'll have an
opportunity to ask questions. In about a month's time she and Associate Planner, Marissa
Grass, will be coming back to explain their particular role and some very specific documents in
more detail. She said she would be talking tonight about the very big picture the "universe"
that they may not actually see—that's not going to come before the commission, but that she
thinks is important for them to understand as they do then review the documents that they
will be reviewing in a public hearing. The first public hearing is scheduled for November 17th.
At this time she went over a document that she'd included in their packet—Attachment 1
(Exhibit B) which is a table of documents with a swath of green in the middle. She spoke to
the document and referred to it as the "universe" of the River Terrace Planning Project as it's
broken out into various documents. The commissioners will have a role with some of them in
reviewing and adopting - and others they won't—but she wanted to give them this context so
they would understand how things fit into the larger scheme of things. She also went over
Attachment 2 (Exhibit C) which is a timeline overview.
Susan then distributed a hardcopy packet of the key infrastructure maps from the five Master
Plans that have been developed. She spoke through the various infrastructure systems utilizing
those maps and explained that the Master Plans relate specifically to different systems that

need to be in place in order for development to occur— such as water and sewer, and storm
water management facilities, parks, and a transportation system.
Susan went into depth with information about the Master Plans. At the end of her
presentation she mentioned that they will be hearing more about River Terrace at the
September 15th Planning Commission meeting.
