Welcome Basil Christopher and Mike McCarthy welcomed the group to its first meeting 2. Introductions Each group member introduced themselves and told the group a bit about themselves 3. Review Subcommittee Role and Purpose Mike McCarthy explained a bit of the history of how the decision was made to form this group, the process to get it going, and its two purposes: a) Advise staff and the Tigard Transportation Advisory Committee on issues affecting pedestrians and cyclists b) Enhance and promote the community of Tigard by supporting walking and cycling. 4. Natural Areas, Parks, and Trails Bond Information Session Steve Martin provided factual information about the City of Tigard Election Measure to Acquire, Preserve and Protect Open Spaces,Water Quality, Habitat, and Parks. Staff and City committees (such as this subcommittee) can neither support nor oppose any issue on the ballot. This does not limit what individuals can do on their own accord. 5. Discuss Subcommittee Functional Details The basic operation of the committee was discussed. Summary notes of each meeting will be taken, but not detailed official minutes. The group decided to meet every third Thursday from 5:00 to 6:30pm at one of the conference rooms at City Hall. The group will try to use its meeting time to focus on the big-picture issues that will help pedestrians and cyclists the most. For location-specific issues, such as striping or recommending projects, call Mike directly at 503-718-2462. For maintenance issues (potholes, tree trimming, etc.) report them to Public Works dispatch at 503-718-2591. If you feel that an issue has not been addressed satisfactorily, then bring it up with the committee. Brainstorming-Where would the subcommittee like to go? Basil Christopher led a brainstorming discussion of how the group can be helpful. For clarity, this was broken down into four areas. Ideas discussed were: Engineering Project Review Conceptual design of projects Pavement striping and marking Safe Routes to School Sidewalks Project and need identification Walk/path standards and design issues Rail/trails Bike vs Pedestrian issues Education Articles (Cityscape,Times, Oregonian, etc.) Events / Demonstrations - Schools - Companies BTA/BTC/etc. Seminars Safe routes to schools Driver awareness of pedestrians and cyclists Share the trail Enforcement Pedestrian safety Cyclist Safety Driver issues Cyclist enforcement issues Helmets and lights Encouragement Events - Ice cream ride - 5k (like Family Fest) - Seminars - Games / Bike Rodeo Associate with businesses School coordination Giveaways - Helmets - Lights - Maps, Manuals, etc. PEDESTRIAN AND CYCLIST SUBCOMMITTEE Meeting Notes — September 22, 2010 City of Tigard 1 13125 SW Hall Blvd.,Tigard,OR 97223 1 503-639-4171 1 www.tigard-or.gov Page 2 of 1 7.
