GeoPacific Engineering, Inc. conducted the original subsurface investigation (Reference above), the MSE and Rockery Retaining Wall Designs, and recently completed on-call testing and construction observation services for the above-referenced residential subdivision during the development construction portion of the project. The purpose of this report is to provide a summary of the information generated from our services and to make general conclusions regarding the suitability of the site for single-family home construction. This report does not supersede any actual soil observations made during single-family home construction. RETAINING WALLS GeoPacific Engineering Inc. designed the gravity rockery retaining walls for Bella Vista. Rockery walls are a maximum of about 7 feet in retained height. Inspection reports from GeoPacific referencing walls are attached in our field inspection summary. Spread foundations for homes or other structures should not be supported within a 1 H:1 V plane extending from the rear base of a wall. Special consideration to footing-to-wall setbacks should be given when the horizontal distance from the footing to the wall face is about twice the height of the wall. In cases where the footing is closer than this distance, a geotechnical engineer should be consulted. Structures with lateral load surcharges (other than the traffic surcharge already accounted for in the design) such as additional retaining walls, swimming pools, etc. should not be constructed within 15 feet of the back of a retaining wall without consulting a geotechnical engineer. Based on our site observations, we conclude that the retaining walls were generally constructed as designed. The contractor should survey the top row of boulders and secure any that can be tipped or rocked. The Lock Block MSE wall along the entry road is up to 12- feet tall. The wall was generally constructed as designed. 7312 SW Durham Road Tel(503)598-8445 Portland,Oregon 97224 Fax(503)598-8705 - 1 - r' 'ject No. 02-7801 Bella Vista SITE PREPARATION AND FILL PLACEMENT Based on our site observations during construction, after adequately stripping vegetation and topsoil or removing existing uncompacted fill, the areas were benched, keyed, and subdrainage placed as required prior to placement of fill compacted in thin lifts. The contractor surveyed horizontal limits of the stripped areas on these lots Based on our density tests and observations of proofrolling, the engineered fill was adequately compacted in lifts to a minimum of 95 percent of the maximum dry density obtained from the Standard Proctor. A summary of our test results for the lots is attached. BUILDING EXCAVATION Lots 4, 7 and 8 have sideyard retaining walls that may be close to the foundation footings for the home and Lots 9 and 10 may have some uncompacted fill more than 12 inches thick on the surface. These lots should be reviewed during home construction by a geotechnical engineer and some footings may need to be deepened. On Lots 14 through 16, groundwater seepage was observed. A rock blanket drain may be necessary in the crawlspaces of these homes. Excavation on the slopes is expected to reach 2 to 3 feet. No more than one foot of fill should be placed within 10 feet of existing walls or slopes without consulting a geotechnical engineer, ncr should additional retaining walls be constructed without consulting a geotechnical engineer. Foundation excavations should be carried through any rain-softened fill or loosely compacted excess soils placed over the surface of the lots, and any soft or organic native soils. For foundation excavations performed during prolonged wet weather conditions, we expect that some additional excavation of up to 6 inches and some mucking of rain softened soils. or placement of a thin layer of compacted rock fill may be necessary for improved spread foundation support and protection of the subgrade. GROUNDWATER AND ADDITIONAL GEOTECHNICAL ENGINEERING REVIEW As stated previously, groundwater seepage was observed on Lots 14 through 16. An old perforated pipe was removed on Lot 14 and 15 indicating that groundwater has always been present; however the water quality swale from the adjacent development may increase the seepage on these lots. Page 2 ;sot No. 02-7801 Bella Vista Lots 4, 7, 8, 9, 10, 14, 15, and 16, should be reviewed during home construction by a geotechnical engineer. FOUNDATIONS Shallow, conventional isolated or continuous spread footings will be appropriate to support the proposed structures, provided they are founded on competent native soils, or compacted engineered fill placed directly upon the competent native soils. We recommend a maximum allowable bearing pressure of 2,000 pounds per square foot (psf) for designing the footings. The recommended maximum allowable bearing pressure may be increased by 1/3 for short-term transient conditions such as wind and seismic loading. All footings should be founded at least 12 inches below the lowest adjacent finished grade. Minimum footing widths should be determined by the project engineer/architect in accordance with applicable design codes. Assuming construction is accomplished as recommended herein, and for the foundation loads anticipated, we estimate total settlement of spread foundations of less than about 1 inch and differential settlement between two adjacent load-bearing components supported on competent soil of less than about 1/2 inch. We anticipate that the majority of the estimated settlement will occur during construction, as loads are applied. Wind, earthquakes, and unbalanced earth loads will subject the proposed structure to lateral forces. Lateral forces on a structure will be resisted by a combination of sliding resistance of its base or footing on the underlying soil and passive earth pressure against the buried portions of the structure. For use in design, a coefficient of friction of 0.45 may be assumed along the interface between the base of the footing and subgrade soils. Passive earth pressure for buried portions of structures may be calculated using an equivalent fluid weight of 400 pounds per cubic foot (pcf), assuming footings are cast against dense, natural soils or engineered fill. The recommended coefficient of friction and passive earth pressure values do not include a safety factor. The upper one foot of soil should be neglected in passive pressure computations unless it is protected by pavement or slabs on grade. All footing excavations should be trimmed neat and the bottom of the excavation should be carefully prepared. All loose or softened soil should be removed from the footing excavation prior to placing reinforcing steel bars. If footing excavations are open during the winter season or periods of wet weather, it may be helpful to provide a layer of crushed aggregate to help preserve the subgrade until the footings are cast. Crushed aggregate should consist of 11/2' — 0 crushed aggregate per the Oregon Department of Transportation (ODOT) Standard Specifications. Page 3 Project No. 02-7801 Bella Vista ROADS, UTILITY TRENCHES GeoPacific performed periodic testing of backfill during placement of underground utilities, and of base rock placed beneath streets. A thickened wet weather section was used on the project. Density test results generally indicate that backfill and base rock tested were compacted in accordance with our recommendations and county standards (See the attached Summary of Field Soil Density Tests). Density testing of the asphaltic concrete indicated compaction results of at least 92 percent of Rice Density (see attached Summary of Field Asphaltic Concrete Density Tests). CLOSING AND LIMITATIONS Our reports pertain to the materials and locations tested/inspected only. This letter should be made available to each housebuilder in the development. This letter should not be construed to relieve or lessen the responsibility of the earthwork contractor or owner for site work, but is provided to meet the minimum required governmental assurance in accordance with local engineering standards of practice. Our services were provided on an as-requested basis. If conditions are encountered during foundation excavation, which differ from this report, then the developer, the earthwork contractor, and GeoPacific should be allowed to review the condition before corrective action is taken. Corrective work performed by the builder without notification of the above parties will be considered as an acceptance of the conditions encountered. It is the housebuilder's responsibility to educate homeowners for reasonable expectations on foundation performance and standard levels of acceptable concrete cracking. The contractor NEI has removed organic topsoil to firm competent subgrade. Okay to begin fill placement. The back of lots 1 thru 4, contractor has cut along back property line benching into existing slope area, will need to be benched into fill, cutting back slope to 2:1 per GeoPacific engineer, Jim Imbrie, and engineers plans. Contractor is stockpiling material at north side of project for later removal. 7/25/04: GeoPacific technician, Jeff Stenberg, was called to Bella Vista for visual of stripping on lots 10 & 9. The contractor has removed organic topsoil & debris to firm competent subgrade and is ready to begin fill placement.
