Here is what we have for now. Please be advised that this is not a complete plan review and we will not be able to provide such a review until building plans are submitted and application is made for occupancy (not just demo). #1 I have taken a preliminary look at the code summary sheets provided. As far as the exit separation from the commons area, your plan appears to meet Oregon Structural Specialty code (OSSC) section 1015.2.2 which states that when three or more exits are required, at least two exit doors or exit access doorways shall meet the requirements of section 1015.2.1. Section 1015.2.1 states that at least two doors must be separated by 1/3 the diagonal in a sprinkled building. Your proposed plan would meet that requirement. Furthermore, the main exit to the west has a capacity of half of the occupant load from the commons area and existing auditorium combined as required by section 1028.2 for assembly occupancies accessory to a group E occupancy. #2 The exception to section 1104.1 states that an accessible route is not required between site arrival points and the building or facility entrance if the only means of access between them is a vehicular way not providing for pedestrian access. I interpret this to say that an accessible route would be required any accessible parking or passenger loading zones within the site but not from the public way if no pedestrian path is provided. If a path is provided for anyone, it must be accessible. You will need to check out the amendments to chapter 10 for accessibility. Section 1007.2 says that arr accessible means of egress shall be continuous to a public way. Exception 1 says that "Where the exit discharge is not accessible, an exterior area for assisted rescue must be provided in accordance with section 1007.6. Your plans will need to demonstrate compliance based on whether pedestrian access is provided or not. #3 The plans will need to show compliance with the Oregon Energy Efficiency Specialty Code (OEESC) section 101.4.2 for additions, alterations, renovations, or repairs to existing buildings. That section has several exceptions that deal with the structure based on whether wall, floor, and roof cavities are exposed during construction. 4# Dan Nelson, our senior plans examiner, will be reviewing your plans. He typically can complete his initial review within three weeks but he may be able to accommodate an expedited review based on other workload at the time of submittal. Please contact Dan directly for further information. 5#See item #4 for typical plan review timelines. I do not have any control over the street improvement permits. Mark, We have a few questions for you. 1. Have you had a chance to review the code sheets we included with the demo package? Per our meeting of 11/6/12 you were going to review them to see if you had any concerns relating to how we were looking at the exiting and other code related issues. 2. From the same meeting you were going to review the requirements for ADA access from Pfaffle to the school's entry to see if there was any option to providing a sidewalk. 3. The existing building has no insulation in the walls and about an inch of some kind of insulation in the roof (based on the original construction drawings). Our planned approach is to make no upgrades to the exterior walls with the exception of providing new windows and doors (which would be prescriptive path code compliant) but leave the remaining walls as is. For the roof, we are planning on removing the ballast, putting down a retrofit board and covering nearly all the existing roof with a new single-ply membrane. According to our mechanical engineer this should be acceptable but we wanted to verify this with you. 4. The timeline for completing this project is very tight and we are looking for any way we can shorten it. 5. Can you give us an idea of how long it will take for the City to review and be ready to issue a permits for: a. Foundation package? b. Street improvement package? c. Sitework package? d. Structural package? e. Final building package?
