11/16/2011 - Minutes City of Tigard Neighborhood Involvement Committee- Minutes MEETING DATE/TIME: Wednesday, November 16, 2011; 7:00 p.m. MEETING LOCATION: Tigard Public Library- 2nd Floor Conference Room 13500 SW Hall Blvd,Tigard OR 97223 1. CALL TO ORDER Chairman Christopher called the meeting to order at 6:57 p.m. 2. ROLL CALL Present: Chairman Basil Christopher, Sue Carver, Bev Froude, Connie Ramaekers Excused: Cathy Olson Absent: Patty Anda. (Basil would like me to contact Patty regarding her availability.) Staff: Joanne Bengtson 3. APPROVE SEPTEMBER 21,2011 MINUTES With minimal changes requested by Basil, Connie motioned to approve the SEPTEMBER 21,2011 minutes, seconded by Bev, none opposed. 4. REVIEW DRAFT LETTER TO RIVER TERRACE RESIDENTS RE:A NEIGHBORHOOD AREA The committee reviewed a first draft letter to residents asking how/when they want to get involved in the Neighborhood Network program. Members requested time to review the draft letter and bring changes back to the committee for discussion at the next meeting. Joanne would mail the letter out seven to ten days before the February Open House. 5. COMMITTEE INPUT/SUGGESTIONS FOR 2012 CITY COUNCIL GOALS (12/6/11 @ NOON The Committee discussed possible suggestions to forward from the committee and in the end, they decided not to forward any suggestions this year, but will likely have something for next year. The discussion included a preference to review the Neighborhood Network Program before suggesting goals to Council. Basil would like to hear whether or not the program is working as Council intended. Would Council support efforts to review the blog capabilities? Basil asked the committee if they would consider forming a subcommittee to look at the blog sites and gauge program administration—are we doing the best we can, i.e. promoting the sites, engaging residents, efficiency of having 13 sites. Is there a better way that requires less staff support? The group discussed the merits/drawbacks of reducing the number of blogs to four— north/south/east/west - and then one site to focus staff and program resources and engage the community. How would to redirect from old URL to new URL?Backup the template PLUS the Page Elements. Then, sign into your Blogger Dashboard, click LAYOUT, then click the EDIT HTML sub-tab. This will open the template editor window. Add this block of codes into your template just above the </head> tab which should be very near the top of the template: <meta http equiv="refresh" content="0;url=http://newurl.com"/> It should look like this <head> ■ ■ <meta http equiv="refresh" content="O;url=http://newurl.com"/> </head> Replace http://newurl.com with the domain you want to redirect to and all your old blog traffic will be redirected to your new address 6. REVIEW DRAFT MATERIALS FOR PROMOTING PARTICIPATION IN NEIGHBORHOOD BEAUTIFICATION EVENTS AND COMMUNITY BUILDING EVENTS The committee reviewed the first draft of a brochure that would be used to promote the program's grants and steering committees. They made suggestions for Joanne to take back to the design group. 7. PLAN FEBRUARY OPEN HOUSE FOR NEIGHBORHOOD NETWORK PROGRAM The Open House will be held in the library community room on Saturday, February 4, from 11 a.m. to 3 p.m. The committee agreed that all components of the Neighborhood Network program should be invited to attend the open house. They would like to focus on the neighborhood web pages and show& tell of the program's components to raise awareness of the program. The committee asked Joanne to promote it as an opportunity to share ideas for improvements and solicit public input on communication preferences. Connie suggested issuing personal invitations to open house visitors with the intention of getting them to look at the program and form a steering committee in their own neighborhood. Basil would like to explore the possibility of the city drafting a Civic Leadership Series. During the open house he suggested asking the public whether or not they would be interested in participating if something like this were offered. 8. DISCUSS ADOPTING A FORMAL WORKPLAN FOR NIC The committee would like to construct a formal workplan (including provisions for River Terrace residents) before making Councilgoal suggestions. Sue and Bev noted the importance of communication and the value to be gained by promoting the neighborhood web pages. The workplan would focus on key issues in the community and next year the outcome could be Council Goal suggestions. A workplan would help members focus on the committee's mission to move neighborhoods and the city in the same direction. It could also be used as a recruiting tool for the committee because prospective members would know exactly what's expected. 9. DISCUSS POSSIBLE CIVIC LEADERSHIP SERIES-SOLICIT GROUP INPUT ON PROGRAMMING If a leadership series were held,what is the level of interest?A leadership series could help the city develop Board & Committee resources and better educate residents about local government and public process. OTHER? The next meeting is Wednesday,January 18, 2012 at 7 p.m. in the library 2nd floor conference room. 11.
