CALL TO ORDER The meeting was called to order at 7:15 p.m. without the chair present. 2. APPROVE JANUARY 18,2012 MINUTES Lacking a quorum, the committee chose to defer approval to the next meeting. 4. SHIFT IN FOCUS FOR NEIGHBORHOOD NETWORK PROGRAM Lacking a quorum for this discussion, the committee members briefly reviewed each of the subjects listed on the agenda and agreed to ask the rest of the committee to meet in June to engage in a discussion of the items and to catch up on business. a. OTHER FY 12-13 Budget Joanne shared a copy of the new budget press release. On May 14,Tigard's Budget Committee approved a proposed FY 12-13 budget with some changes. The proposed budget was balanced based solely on service level reductions in core governmental services of$2.5 million and 20.5 full time equivalent positions (FTE). Key to the Budget Committee approved budget for FY 2012-13, is a proposed increase in the electrical franchise fee from 3.5 percent to 5 percent. The increase will provide resources to restore some of the operating reductions made in the proposed budget. This includes 0.5 FTE Youth Services Officer. Lastly, Tigard will make progress toward the Council goal to evaluate options and resources to create a pilot recreation program. The City Council will conduct a public hearing to adopt the budget and amend the franchise fee on Tuesday June 12, 2012 at City Hall as part of the regularly scheduled City Council meeting Neighborhood Web Administrator Update Joanne reported that Area 13/West Tigard has a web administrator. Candace Carsh,who served as the web administrator in West Tigard when it was our pilot site for the program, has come back to take the helm of this blog. Area 6 (downtown) web admin Stefan Lidington is stepping down after many years—as is Area 1 (Summerfield/Scholls) web admin Karen Brandenburger. Stefan has agreed to post until I can find a replacement. Area 4 (Metzger) is still looking for a partner to share web duties. Walnut Street News from Washington County In the Wlinter 2012 Updates newsletter, the county reported that they're working with partner cities to plan which major road projects to fund over the next five years under phase 3d of the Major Streets Transportation Improvement Program (MSTIP 3d). On April 24, the Board of County Commissioners advanced six MSTIP 3d projects for construction in 2014, including Walnut Street (from 116th to Tiedeman Ave.) in Tigard. Read the county's Updates newsletter at www.co.washington.or.us/News/Newsletters TTSD Mentoring Partnership Connie shared news about the mentoring program underway in the school district and asked for the committee's help in spreading the word throughout the community. The Tigard-Tualatin Mentoring Partnership provides children facing adversity with strong, enduring one-on-one relationships that change each young person's life forever. Children who have positive mentoring relationships are: more confident in their schoolwork better able to get along with friends and families less likely to skip school, use alcohol or drugs, or be involved with law enforcement. Mentoring can be one of the most rewarding experiences of your life. It requires a minimal time commitment and can be done in the child's school or in the community. Waiting until July 18 would be too long to hold off discussion about program changes. Joanne will send a note to the rest of the committee asking if they agree or wish to hold off meeting until July. 7.
