1. CALL TO ORDER
The meeting was called to order at 7:08 p.m. by Basil.
2. ROLL CALL

3. APPROVE JANUARY 18,2012 MINUTES
Cathy motioned to accept the minutes as written, Connie seconded, minutes approved.
4. APPROVE MARCH 14,2012 MINUTES
Bev motioned to accept the minutes as written, Cathy seconded, minutes approved.
5. APPROVE MAY 16, 2012 MINUTES
Cathy motioned to accept the minutes as written, Connie seconded, minutes approved.
6. SHIFT IN FOCUS FOR NEIGHBORHOOD NETWORK PROGRAM
a. CONSIDER QUARTERLY MEETING SCHEDULE
The committee discussed pros and cons of three different meeting options and decided
to meet August 15, November 14 (to avoid Thanksgiving vacation times), February 20
(2013), and May 15 (2013).
b. REVIEW CURRENT BY-LAWS FOR NEW STRUCTURE
The committee discussed the current bylaws and how they will change without grant
and event funding from the city's budget.Joanne will send the committee initial draft
changes to the bylaws (remove funding and steering committee, add outreach idea
sharing and yearly report from each neighborhood representative) for further discussion
at the August meeting.
c. MEMBERSHIP OUTREACH

Outreach ideas were brainstormed to focus on two ideas: to raise awareness of the
neighborhood network program throughout the city and to solicit a representative (not
necessarily the web administrator, who already has a targeted job within the program) to
the NIC from each neighborhood area.
Ideas included sending targeted mailings to established steering committees and
neighbors within each area, send an invitation to everyone in the city's volunteer list,
regular Cityscape articles, presence at city fairs, events, farmer's market and promotion
on each neighborhood blog. Joanne also mentioned a THS club called the "Do
Something Club" that is always looking for ways to get involved and make a difference
in the community. Cathy asked if community service is necessary for graduation and
Connie replied that it probably wasn't for graduation, but it's necessary for joining most
of the high school clubs.
d. JOB DESCRIPTION FOR RECRUITING NIC MEMBERS
The NIC is recruiting one representative from each neighborhood area to serve as a
liaison between their neighbors, the city, and City Council to report on news, issues and
what's important in their neighborhood area. Council is relying on residents as partners
in communicating with city hall.
Ideally, neighbors would bring issues to the committee to brainstorm solutions and ways
to get assistance from the city to get things done. Quarterly meetings would be devoted
to addressing issues as a community instead of relying on local government to take care
of things.
Web Administrators could fill this role, but ideally one resident besides the web admin
would serve as representative to the NIC. It's likely that they would work closely with
their web administrator to report any concerns/news that should be communicated to
the NIC and make sure that the blog is included as a communication tool.
Lastly, NIC service should be sustainable. Having regular attendance and representation
from each neighborhood provides a "ground level" view of each neighborhood area and
provides a way to get valuable information to the committee that's responsible for
shaping a program that's responsive to the needs of the community.
e. WEB PAGE INACTIVITY - WHAT TO DO?
The committee would like Joanne to check in with inactive neighborhood bloggers to
see if they are ready to retire or if they just need a partner to keep things current.
Occasionally,Joanne has helped a web administrator keep posts current when they
don't want to resign the position but they're busy with work or personal matters. In
extreme cases if a web admin post is vacated, Nancy and Joanne can redirect that area
page to the next nearest neighborhood area until a new web admin is found.

This topic should be addressed in the revised bylaws.
7. Other?
Basil asked to add a discussion to next month's agenda regarding the February event open
house. He would like committee input on whether or not we should hold a `virtual or
live' open house to gain resident's feedback and suggestions on the Neighborhood
Network program.
Basil asked about the NIC's yearly meeting with Council. Joanne did some checking and
found out that the committee could submit a written report or meet with Council
(whatever the committee prefers) and perhaps highlight one or two neighborhood areas to
show what worked, what didn't, any issues that were addressed and solved (or not) and
provide the NIC's view on the success or challenges of the Neighborhood Network
program. Basil would like to poll the Council and ask whether or not the program is
working out the way they envisioned or if there's something new that they would like to
pursue.
Joanne will add this topic to the next meeting agenda.

With no opposition, Basil adjourned the meeting at 8:30 p.m.
