1. CALL TO ORDER
The meeting was called to order at 7:02 p.m.
2. ROLL CALL
Present: Chair Basil Christopher, Jeremy Audritsh, Connie Ramaekers, Sue Carver,
Ron Stark, Cathy Olson
Excused: Larry Daw and John Pierce
Staff: Joanne Bengtson
Basil noted that long-time city volunteer Bev Froude has retired from this and other city
boards & committees.
3. APPROVE FEBRUARY 20,2013 DRAFT MINUTES
Sue motioned to accept the February 20 meeting minutes, Connie seconded -
unanimously approved by the committee.
4. RESULTS OF VIRTUAL OPEN HOUSE IN FEBRUARY
a. WHAT DOES IT TELL US ABOUT THE PROGRAM?
Attendance is affected by weather. On sunny days, we saw fewer visitors to the open
house, while on rainy days we had a lot more.
This first time online open house is not the same as the statistically valid survey that the
city conducts biennially. We asked basic questions to gauge community demographics,
interests and program visibility. There were some good comments from the survey - a
copy of the results were provided to committee members.
We learned from the online feedback that residents really want sidewalks and are
focusing on transportation that's aimed at bike and pedestrian travel. The virtual open
house was a starting point for getting feedback from neighborhoods and encouraging
discussion about the issues that neighbors find important.

b. ARE THERE PRIORITY ISSUES TO ADDRESS?
The schools are being used as community centers by neighbors and local activities
within neighborhoods are a good gathering point for neighbors.
Mobility - key areas with lots of traffic are asking for sidewalks. Can the city focus on
that issue? Joanne noted that neighbors should suggest sidewalks be included as part of the
annual Capital Improvement Plan. The public comment period runs from August to
September 30, 2013.
Street Lighting/Minor Improvements -Joanne will provide web adm ins with a link to
the CIP document so that site visitors can see the status of projects already in the Capital
Improvement Plan.
There needs to be more visibility for the Neighborhood Network Program so that
people contact their sites and get involved. Joanne said there is funding budgeted to send out
some neighborhood postcards to residents living within each neighborhood, but not sure there is
enough money to do all the neighborhoods.
5. VOLUNTEERING IN THE CITY
Basil asked about volunteering opportunities within the city. Joanne shared the way we
advertise in Cityscape for Board and Committee openings and the ongoing volunteer
opportunities that are posted on the web. The city also receives many community service
requests from court defendants and public service projects from Boy Scout troops and
Eagle Scout project badges.
Why does someone volunteer in Tigard? Gain new skills & experience, use their
professional skills and insight to get involved with their community, stay active after
retirement, meet new people, understand how city government operates and influence its
effectivenss.
6. FY 2013-14 BUDGET - CONSIDERED FOR ADOPTION BY COUNCIL ON JUNE 11, 2013
The discussion centered on the CIP program and how it's managed. Joanne explained that
the Capital Improvement Plan is Tigard's 5-year plan for matching the cost of large-scale
improvements—like fixing roads, water and sewer systems—to anticipated revenues from
dedicated fund sources (water fees) and taxes and bonds. Projects come from three sources:
the existing CIP, master plans and Tigard residents.
A CIP-eligible project must meet these criteria:
1. Any public facility project that improves or adds value to Tigard's infrastructure
2. Costs $50,000 or more
3. Has a useful life or extends the useful life of a facility for five years or more
The city is gearing up to develop the FY 2015-19 Capital Improvement project list and is
looking for project nominations. From August 1 through September 30, 2013, residents can

suggest a project for possible inclusion in a future CIP. Email your ideas to
cip_suggestions@tigard-or.gov.
In November and December, 2013—All submitted projects (includes citizen suggestions and
projects that are already in the current CIP) are evaluated and prioritized by staff, Council,
and citizens from the Transportation Advisory Committee and the Park & Recreation
Advisory Board. Because of the voter-approved park bond, multiple parks system projects
including Summer Creek, Sunrise, and Jack Park were added for development.
In mid-February, 2014—CIP is submitted to the City Manager as part of the proposed budget
and in June it goes to Council for adoption.
Not all capital projects are funded due to limited budgets. Instead, the city allocates money to
projects that are considered high priority or have available grant funding. Typically, the
further out projects are scheduled beyond the current year, the less likely that immediate
funding will be available for construction.

7. OTHER?
The next NIC meeting will take place on November 20 (Thanksgiving is 11/28 this
year.)
When city job openings come up, committee members would like them to be sent to
the web admins too.
Connie shared that the Tigard High Health Fair is coming up and includes an obstacle
course and tons of fun activities and helpful information for visitors of all ages.
