The presentation will be given by the consultant team from Kittelson&Associates, Inc.,who worked with the City over the past year to update the plan. City staff provided the Commission with regular updates during the course of the work. The result is a long-range plan that provides the City with answers to current and future transportation needs of the community and a blueprint for transportation investments. The purpose of this presentation is to provide the Commission with an understanding of how each separate task resulted in the final product. The consultant team will review the process, present key findings, and outline the transportation improvements included in the TSP. We have scheduled one hour which will include a presentation and time for questions from the Commission pertaining to the process and the technical aspects about how decisions were made. The intention is not to begin reviewing the document for potential changes at this presentation. The Commission will have several opportunities to review the TSP and identify changes to the document during work sessions leading up to the legislative public hearing where a recommendation will be made to the City Council. Three 90-minute work sessions have been scheduled during Commission meetings on April 19th, May 3rd, and May 17th. The public hearing has tentatively been scheduled for June 7th. We have not provided you with a hard copy of the TSP document as we expect a few minor changes to occur before the Commission work sessions begin. You will be provided a hard copy two weeks in advance of the first TSP work session. If you would like to familiarize yourself with the TSP before the consultant presentation, Doreen has emailed you a link to the location where it can be downloaded. CALL TO ORDER President Walsh called the meeting to order at 7:00 pm. The meeting was held in the Tigard Civic Center,Town Hall, at 13125 SW Hall Blvd. 2. COMMUNICATIONS The meeting scheduled for April 5th has been canceled. It will be rescheduled at a later time. Also, on or about May 29th , the Planning Commission will receive via email the requested Matrix regarding Community Development's Work Plan and how it relates to the stated Planning Commission goals. The matrix will be discussed at the next Planning Commission meeting,April 19th. 4. WORK SHOP — Consultant Presentation of Updated TSP Darren Wyss, Sr. Planner, explained that this consultant presentation is the beginning of a series of a total of four presentations meant to update the commissioners on the Tigard Transportation System Plan (TSP), and would culminate in a public hearing. He reminded the Commissioners that, over the past year, staff has been working on this project of updating the TSP. He noted it was funded by a grant from the Transportation Group Management Program from the Oregon Department of Transportation. With that money, Kittelson Associates were hired to help Tigard through the lengthy process of updating the TSP. Over the course of the past year, Wyss said he'd come before the commission a couple of times giving updates on the progress to complete the project. He said each time he met with them he brought before them a report, a memo, or something of that sort. He noted, for instance, the first time he brought before them the Goals and Policies; later, the Needs and Deficiency Report that Kittelson had put together. He explained the purpose of this meeting was to pull all those reports and memos together and have the Kittelson representative present to them the package that lead to the final adoption draft of the TSP that they'd presented to the City. Wyss apologized that he'd failed to do something. At this point he interjected an introduction. He introduced Judith Gray as the City's new Senior Transportation Planner. He noted that Gray had been with the City for about 3 months and had worked with Kittelson on this project before she came to work for the City. Wyss then explained the upcoming proposed timeline: • City Council will hear this same presentation by Kittelson on March 30th. • Work Sessions with the Planning Commission will take place on the following dates: o April 19th o May 3rd o May 17th o Public Hearing June 7th President Walsh asked that the commissioners be given a copy of Kittelson's presentation. Wyss said this would be no problem. [Planning Commission Secretary, Doreen Laughlin,will email the presentation to the commissioners and will include it as an exhibit to the minutes.] Wyss introduced Elizabeth (Beth) Wemple of Kittelson &Associates. Wemple thanked staff for their work on this project. "Yes." Have you written it after reviewing the updated Comp Plan? Wyss answered, "The goals and policies that were written into this plan support the Comp Plan, yes. The TSP is meant to be the Goal 12 chapter of the Comprehensive Plan." What's the bottom line as to when you think City Council might adopt this?"I would estimate late summer, or early autumn." What do you see as the most contentious issues? `We've heard of some issues regarding Ash Street; other than that, we don't have a sense of anything too controversial. Many of the projects are already included in other plans." Judith Gray, Senior Transportation Planner,went over some of the general frustrations of people regarding this. She spoke about the public's "expectations" and personal interest in various parts of the TSP because of where they live in relation to proposed changes. How do our City issues fit regionally?You can't have a great transportation plan only in Tigard- it has to work with all the surrounding communities. What is the integration between the local Tigard TSP and regional efforts?Wemple answered: "There's a process question there... and a project question there... To answer your process question, we had a Technical Advisory Committee that included staff from Washington County, Metro, City of Beaverton, City of Tualatin, Durham, King City, TriMet, & ODOT. They had a lot to say, especially when it came to prioritization." Gray interjected and reiterated that there's been a lot of coordination between agencies. She said that's an ongoing process. She said if we do differ, we at least understand why. Wemple said, speaking from a "project" or "difference" [from the rest of the communities] perspective, especially with regard to Pacific Hwy / 99W, it's very important that the TSP make a point that Pacific Hwy through Tigard is carrying a lot of regional traffic. City staff really wanted that to come through. The roads carrying regional traffic —we want that noted - so ODOT hears it, and continues to hear it, from us. "It is carrying regional traffic so ODOT, you can't leave us here with this roadway. We need your continued support and solution." Bike connectivity— is that something you're seeing as paralleling any car traffic improvement?In other words, as opposed to something where you deal with the car traffic and then come back later and do I:\LIMN\Planning Commission\2010 PC Packets\3-15-10 SS-TSP Kittelson Presentation\2.tpc minutes 3-15-10.doc Page 3 of 4 the bike?Can you talk a little bit about that timing— is it simultaneous? Is it staggered or staged in any way? Does that make sense? Or would you make an improvement as an all encompassing improvement? Wyss clarified "So if I understand you correctly—if there was a street improvement made where it was identified to have bike lanes, then we would hope that it would be a "complete street" as Beth talked about—bike lanes, sidewalks, and street improvements. But, again, it's the same as the sidewalks —if there's an opportunity for us to fund bicycle infrastructure outside of doing a complete street, then I think we would take that opportunity. I hope that answers your question. Yes it does. It sounds like some of it's planned, some of it's the opportunity to improve segments.... Yes, absolutely. The CIP [Capital Improvement Plan] is where that gets bedded. Wyss was asked to give a recap as to how this is going to proceed from here: "Your next meeting will be April 19th in the format of a workshop —like we did when we went through the Comprehensive Plan process. There will be an opportunity for the commissioners to discuss the plan. We'll probably give you sections to concentrate on so we're not all over the board. We can stay focused and get some work done. We'll provide the document—we're still making some editing changes to this document— that's why we didn't want to give you a physical copy at this time. But we'll get you a copy of the document. I believe we agreed to two weeks before the meeting— so you'll actually have some time to sit down and look at it and mark it up if you'd like. We'll give you some guidance on what we want to discuss at the first meeting and then, hopefully, with the three meetings we've set aside, we can get through the document. But, if we need to go longer, that's a possibility too. We just don't want to drag work sessions along too long. The public hearing is scheduled. I believe three meetings will do it." 6.
