B) In the short-term, advise on the establishment and initiation of a small Recreation Program for the City of Tigard in FY 2007-2008. C) In the long-term, consider recommending a local tax levy election be conducted in November, 2008 to provide funds to begin a comprehensive Recreation Program in Tigard. The PRAB will also review materials, provide timely comments and assist in staffing the intercept event booth. • The City will identify a Technical Advisory Group (TAG) composed of key city staff, including the Parks and Facilities Manager, the Parks Supervisor, and representatives of other departments, such as Public Works and Long Range Planning. • The Parks, Recreation, Trails, and Open Space section of the Comprehensive Plan, adopted this year by City Council, will serve as a policy guide for the plan update. TASK 1: PROJECT INITIATION AND PLANNING CONTEXT 1.1 Project Initiation/ TAG Meeting #1 The MIG team will meet with key City staff to discuss products and the planning process; desired outcomes; and identify strengths, challenges, and visions for the future. 1.2 Community Tour With the assistance of City staff and park maintenance representatives, MIG will tour the community to take a look at the existing parks. 1.3 Document Review MIG will review relevant plans and reports such as the 1999 Park System Master Plan and the Comprehensive Plan, site master plans, and other documents that provide . information relevant to park, recreation, and open space planning. 1.4 Base Map Using mapping and other inventory information provided by the City, MIG will prepare a GIS base map of the planning area. This map will serve as the base for all drawings generated during the project, including the existing park system map, needs assessment maps, and the final proposed park system map. The base map will identify parks, water features, trails and pathways, and other elements important to the park and recreation system. 1.5 Planning Context Summary Memo MIG will prepare a summary memo detailing information about the planning context in Tigard, focusing on changes since the 1999 Plan. This memo will incorporate information from plans reviewed in Task 1.3, as well as population and land use 1 Park System Master Plan Update Tigard,OR information. The Planning Context will present background information on areas 63 and 64 in the Bull Mountain area, including delineating which areas of Bull Mountain will be considered in the plan update. MIG will submit an electronic file of this memo for review and make one set of revisions based on consolidated comments. 2 Park System Master Plan Update Tigard OR 1.6 Parks and Recreation Advisory Board (PRAB) Meeting #1 The Parks and Recreation Board will provide guidance during the planning process from the perspective of the general public. MIG will review the planning process with the PRAB at this meeting, and ask members to share their vision for the future park system and to identify strengths, weaknesses, and challenges. Task 1 Products • Attendance at TAG Meeting#1 • Attendance at community tour • Attendance at PRAB Meeting #1 • Base map • Planning Context Summary Memo TASK 2: PARK, FACILITY AND PROGRAM RESOURCES 2.1 Inventory Update Using the inventory from the 1999 Plan as a base, MIG will update Tigard's inventory of park sites, recreation facilities, open space, and trails. Using the parks and facilities base map created in Task 1, MIG will prepare an Existing Parks and Facilities map that depicts city park resources, other park and recreation resources, trails, greenways, and community facilities. 2.2 Recreation Service Providers Matrix MIG will develop a matrix of recreation services available in Tigard, such as sports leagues, library programming, and programming offered by other groups. 2.3 Park and Recreation Budget Review MIG will analyze the park and recreation operations in terms of cost of service, organizational structure, and cost of leisure services compared to the City's overall General Fund. MIG will also review the City's CIP and history of capital expenditures. This information will be later used later in the planning process in the development of the financing plan. 2.4 Park and Facility Analysis Summary Memo MIG will document the results of Task 2 in a summary memo that includes updated inventory tables, the Existing Parks and Facilities map, and a discussion of park classifications including recommendations on new classifications if needed. The service providers matrix and a discussion of parks and recreation expenditures and revenues will be included. The purpose of this memo is to serve as a baseline for the planning effort and the needs assessment. An electronic file will be provided to the City for review and MIG will make one set of revisions. 3 Park System Master Plan Update Tigard OR 2.5 TAG Meeting #2 MIG will meet with the TAG to review the Park and Facility Analysis and get direction on the next steps in the planning process. This meeting will include coordination on the planned SDC update, to ensure that the Recreation Needs Assessment is consistent with the SDC approach. Task 2 Products • Existing Parks and Facilities map • Park and Facility Analysis Summary Memo • Attendance at TAG Meeting#2 TASK 3: NEEDS ASSESSMENT PUBLIC OUTREACH 3.1 Recreation Provider Focus Group MIG will convene a meeting with the major recreation providers in Tigard, identified by City staff, to discuss the range of services provided and the service gaps they have identified. 3.2 Stakeholder Interviews MIG will interview up to 8 stakeholders to identify key issues, priorities, and perceived needs in the provision of community facilities, services and programs. The interviews will be summarized in a memorandum. 3.2 Community Questionnaire Tigard completed a survey in 2004 that obtained public opinion on priorities for parks and recreation, support for recreation programs, and scenarios for service provision. The results of this survey provide a good base for the plan update. To supplement the survey, MIG proposes a community questionnaire. Working with City staff, MIG will develop a questionnaire designed to collect information on current use of parks and facilities; desired amenities and improvements in existing parks, and about use and amenities on trails and greenways. The questionnaire can also ask about preferences for recreation programs. Once the questions are finalized, MIG will design a paper questionnaire and an internet questionnaire. People will be directed to the web questionnaire, but paper copies will be available. MIG will enter the data for up to 100 paper questionnaires. The value of the questionnaire is that it allows residents of all ages, incomes, and backgrounds to participate directly in the study. Questionnaire results will be summarized in a brief report. 3.3 Sports Group Questionnaire This task will help assess demand for sports fields and gymnasiums more accurately than a simple level of service analysis. MIG will prepare a questionnaire for organized sports groups to assess the demand that these groups generate for field and gymnasium 4 Park System Master Plan Update Tigard,OR use, and obtain their input regarding current facility conditions and future needs. Results will be incorporated in the Community Needs Assessment analysis. 3.4 Community Intercept/ Open House This event will be planned to coincide with an existing community event or at a prominent site, such as the library. The event will involve community members of all ages in the plan development process and will capture the input of residents who may not normally be captured through other, more conventional public involvement activities. Displays will be developed to inform residents about their community resources and allow them to identify community needs and priorities. Residents will also be directed to the Community Questionnaire. MIG will summarize the results of the intercept in a memorandum. 5 Park System Master Plan Update Tigard,OR 3.5 Public Visioning Workshop During the public visioning workshop, MIG will work with community members to develop a vision for future park and recreation services. This interactive workshop will take place at a time and location to maximize participation. Results will be summarized in a memorandum. 3.6 Recreation Program Survey MIG will arrange for a statistically valid telephone survey to identify key opinions around recreation programming in Tigard. This survey will be based on a selection of the questions originally asked in the 2004 survey on a wider variety of topics. Task 3 Products • Recreation Provider Focus Group and summary • Stakeholder interviews and summary • Community questionnaire • Data entry of up to 100 paper questionnaires • Community Questionnaire Report • Sports group questionnaire for City distribution • Community Intercept displays and summary • Public visioning workshop materials and summary • Recreation Program Survey • Summary of findings and complete results tables Recreation Program Survey TASK 4: RECREATION NEEDS ASSESSMENT 4.1 Identification of Park Land Needs Based on information from the planning context, the parks and facilities analysis, the public involvement activities, and a GIS-based service area analysis, MIG will identify park land needs in the City. This assessment will use a mapping analysis using the maps developed in Tasks 1 and 2. Need will be expressed as a level of service standard in terms of acres per 1,000 residents. This analysis will be used to evaluate the park standards contained in the 1999 Plan and to determine if changes are warranted based on community preferences about park access, desired recreation amenities, and need. The recommended standard will be used to compare demand with the existing supply to identify existing needs in terms of acres, miles, or number of facilities. Future needs will be projected based on projected population growth. 4.2 Identification of Recreation Facility Needs MIG will also conduct an analysis of the need for softball, baseball, and soccer fields; gymnasium space for basketball and volleyball; and other programmable indoor space. 6 Park System Master Plan Update Tieard,OR In the analysis, MIG will identify a recommended level of service for each facility type. Using the recommended level of service, MIG will project future demand for each of the facilities. In addition to the results of the park and facilities analysis, the Recreation Needs Assessment report will include a discussion on national and regional recreation trends, comparisons with other cities in the Metro region, and a description of how the standard for each type of park area or recreation facility was developed, the service level assumed, and what it means in terms of additional land or facilities. 4.3 Recreation Needs Assessment Summary Report Based on projected build-out populations, land use designations and the results of tasks 4.1 and 4.2, MIG will identify current and future need for parks and facilities. In addition, the Recreation Needs Assessment Summary Report will include a discussion on national and regional recreation trends, comparisons with other cities in the Metro region, and a description of how the standard for each type of park area or recreation facility was developed, the service level assumed, and what it means in terms of additional land or facilities. A data file will be provided to the City for review and MIG will make one set of revisions. 4.4 TAG Meeting #3 MIG will meet with the TAG to review the results of the Recreation Needs Assessment, and obtain feedback. 4.5 PRAB Meeting #2 MIG will present the results of the Recreation Needs Assessment and public involvement results to the PRAB. Task 4 Products • Recreation Needs Assessment Summary Report • Attendance at TAG Meeting#3 • Attendance at DRAB Meeting#2 TASK 5: PLAN DEVELOPMENT 5.1 Outline Recommendations MIG will prepare outline recommendations that describe the framework of the updated parks, recreation, and open space plan. These will be based on the policy directions set forth in the recently adopted Parks, Recreation, Trails, and Open Space section of the Comprehensive Plan. The outline recommendations will be submitted electronically to the City for review. 5.2 Proposed System Map 7 Park System Master Plan Update Tigard OR MIG will prepare draft system maps that describe the general location of future park sites, trail systems, open space areas and other facilities. 5.3 Funding Options MIG will review existing and potential funding sources and evaluate them for future use in Tigard, including coordination with the SDC update consultant on anticipated SDC revenues. This review will be summarized in memo format and submitted electronically to the City for review and discussion. 5.4 TAG Meeting #4 MIG will review the outline recommendations, proposed system map, and funding options with the TAG and get feedback. 5.5 PRAB Meeting #3 MIG will review the outline recommendations, proposed system map, and funding options with the PRAB and get feedback. 5.6 Capital Projects List Based on PRAB and TAG input on the outline recommendations, MIG will develop a capital projects list of all the projects recommended in the plan. 5.7 Funding Strategy Based on PRAB and TAG input, MIG will prepare an overall funding strategy for capital improvements. Task 5 Products • Outline Recommendations • Proposed System Map • Funding Options memo • Attendance at TAG Meeting#4 • Attendance at PRAB Meeting #3 • Draft Capital Projects List • Draft Funding Strategy TASK 6: FINAL MASTER PLAN/ADOPTION AND DOCUMENTATION 6.1 Draft Park System Master Plan MIG will prepare a full draft of the Park System Master Plan and send an electronic file to the City for reproduction and distribution. 6.2 TAG Meeting #5 8 Park System Master Plan Update Tigard,OR MIG will meet with the TAG to get comments on the draft plan. 6.3 PRAB Meeting #4 MIG will meet with the PRAB to get comments on the draft plan. 6.4 Revised Master Plan Based on staff feedback, MIG will revise the Park, System Master Plan and send an electronic file to the City for reproduction and distribution. 6.5 Council Presentation MIG will present the revised draft plan to City Council. 6.6 Final Plan Based on final feedback from Council, MIG will finalize the Park System Master Plan. One unbound reproducible hardcopy will be submitted to the City, along with an electronic format of the Final Plan. 9 Park System Master Plan Update Tigard OR Task 6 Products • Draft Park System Master Plan • Attendance at TAG Meeting#5 • Attendance at PRAB Meeting #4 • Revised Master Plan • Attendance at Council presentation • Final Park System Master Plan OPTIONAL OUTREACH TASKS Costs for each of these optional tasks can vary depending upon the number of workshops, displays, and other products, as well as how much city staff or volunteers takes on. A. Youth Outreach Workshops MIG can conduct outreach workshops with middle and high school age youth. Workshops with elementary age youth are also a possibility. MIG would potentially hold these workshops at local schools, if local teachers were willing to participate. An alternative is for MIG to develop outreach materials for volunteers to take to school and youth groups, similar to the workshop kit described below but specifically designed for youth. B. Workshop Kit MIG can prepare a Workshop Kit for use by city staff or volunteers to gather input from the community. This kit will feature the materials required to host a customized community outreach activity, including a powerpoint, agenda, questionnaire, and possibly four or five display boards. The design of the activity will be done with input from both staff and MIG. MIG will provide the Workshop Kit to the City, and staff can organize volunteers to go to neighborhood meetings, church groups, service clubs and other organizations in the community. The findings of any workshops conducted prior to the commencement of the Recreation Needs Assessment will be incorporated into the Needs Assessment. C.
