The Need The first goal of the City of Tigard Parks System Master Plan Update (July 2009): "Provide a wide variety of high quality parks and open spaces for all residents, including both: • Developed areas with facilities for active recreation; and • Undeveloped areas for nature-oriented recreation and the protection and enhancement of valuable natural resources within the parks and open space system." Managing a system of parks and trails that meets both aspects of this goal requires a knowledge of wildlife habitat - suburb mixed ecosystems that simply doesn't exist today. (See Forest Ecosystems, Perry et al., Johns Hopkins University Press, 2008.) Yet it is generally understood that wildlife decline or disappear with loss of habitat. (Google http://audubonportiand.org/.) I propose that the City of Tigard sponsor a series of scientific studies to inform the development of its parks and trails for the best balance of active and nature-oriented recreation. The Plan • Take the study regions to be the City parks, trails, and open spaces under consideration for nature-oriented recreation.
