02/10/2014 - Minutes 11 City of Tigard Park & Recreation Advisory Board (PRAB) Meeting Minutes TIGARD MEETING DATE: February 10, 2014 7 p.m. MEETING LOCATION: Tigard Public Works Building, Auditorium, 8777 SW Burnham Street The purpose of the Park and Recreation Advisory Board is to advise and advocate for park and recreation opportunities for a growing Tigard. 1. Roll Call: At 7 p.m. the meeting was called to order by Chairman Troy Mears. Approval of Minutes: December 9, 2013, and January 13, 2014 Holly Polivka moved to approve the December 9, 2013, meeting minutes. Dave Brown seconded the motion. The minutes were approved by a unanimous vote of the board members present with Dave Brown, Claudia Ciobanu, Peggy Faber, Marshall Henry, Troy Mears and Holly Polivka voting yes. Marshall Henry moved to approve the January 13, 2014, meeting minutes. Peggy Faber seconded the motion. The minutes were approved by a majority vote of the board members present with Dave Brown, Peggy Faber, Marshall Henry and Troy Mears voting yes. Claudia Ciobanu and Holly Polivka abstained. 3. Comments from the Audience There were no comments from the audience. 4. High Capacity Transit and the Upcoming Election Marty Wine spoke to the board and provided a handout for the upcoming election in March; this handout is on file in the PRAB record. Some of the highlights include: • On February 13, 2014, the city will be hosting a Southwest Corridor Plan Community Meeting at Town Hall. • Two high capacity transit options under consideration are bus rapid transit and light rail transit. • Transit routes in Tigard would avoid Pacific Highway. 5. Park Updates Martin McKnight provided the following updates: • Due to winter weather conditions, the construction of the irrigation system at Potso Dog Park was delayed. • February 22, 2014, the city will partner with the volunteer group, Friends of East Bull Mountain Park, to plant native trees and shrubs. • Staff members attended additional park trainings and classes. • Local boy scout troops held their annual campout at Cook Park in January. 6. February Park Celebrations Steve Martin spoke to the board and provided a handout for the Wle Love Our Parks celebration on February 14, 2014; this handout is on file in the PRAB record. Some of the highlights include: • Development of East Butte Heritage Park. • Construction of a segment of Fanno Creek Trail from Main Street to Grant Avenue. • Development of the Jack Park addition. • Construction of the 92nd Avenue sidewalk from the high school to Cook Park. Troy Mears requested that agenda item #9 be discussed before agenda items #7 and #8. 7. Park Bond Updates Steve Martin spoke to the board on the park bond measure and provided a handout; this handout is on file in the PRAB record. Some of the highlights include: • Projects nearing completion include: Fanno Creek House, East Butte Heritage Park and Jack Park. • Dirksen Nature Park project is underway. • The restroom construction at Summerlake Park will begin this spring. • The play structure installation at Commercial Park will take place this month. • Irrigation system installation and parking lot at Potso Dog Park will begin this spring. • Concept plans are completed for Sunrise Park and Bull Mountain Park. • Permits are completed for Senn Park. • The city will contact Tigard-Tualatin School District to have discussions regarding the city having a park at Metzger Elementary School. • The section of Fanno Creek Trail between Main Street and Grant Avenue was completed. 8. Discussion of Park and Open Space Bond Steve Martin spoke to board on the park and open space bond and provided a handout; this handout is on file in the PRAB record. The board asked staff about the fund balance of the bond. Staff members replied they will provide a current balance and discuss the Downtown plaza during the next PRAB meeting. The board asked staff when an intergovernmental agreement (IGA) will be available for the Tigard-Tualatin School District to sign for the city to maintain the park area at Metzger Elementary School. Brian Rager replied the city will contact the school district and have an answer by June 30, 2014. The PRAB is interested in concept plans for the Steve Street property and Bagan Park. 9. Non-Agenda Items Steve Martin spoke to the board regarding an email he received from the Tigard Dog Park Committee requesting more trees at Potso Dog Park. Steve Martin responded the plan does include more trees. Brian Rager updated the board regarding the search for a recreation consultant to conduct a feasibility study. He said the city received four proposals and will be contacting one firm to oversee the study. 10.Executive Session At 8:51 p.m., Troy Mears announced the PRAB went into executive session and read the following: The Tigard Park and Recreation Advisory Board will go into executive session to discuss potential property transactions under ORS 192.660 (2) (h). All discussions are confidential and those present may disclose nothing from the session. Representatives of the news media are allowed to attend executive sessions, as provided by ORS 192.660(4), but must not disclose any information discussed. No executive session may be held for the purpose of taking any final action or making any final decision. Executive sessions are closed to the public. 11. Adjourn At 9:02 p.m., the PRAB adjourned.
