12/09/2013 - Minutes IN City of Tigard Park & Recreation Advisory Board (PRAB) Meeting Minutes MEETING DATE: December 9, 2013 7 p.m. MEETING LOCATION: Tigard Public Works Building, Auditorium, 8777 SW Burnham Street The purpose of the Park and Recreation Advisory Board is to advise and advocate for park and recreation opportunities for a growing Tigard. 1. Roll Call: At 7 p.m. the meeting was called to order by Chairman Troy Mears. Approval of minutes: October 14, 2013 Holly Polivka moved to approve the October 14, 2013, meeting minutes. Dave Brown seconded the motion. The minutes were approved by a majority of the board members present, with Dave Brown, Peggy Faber, Holly Polivka, Claudia Ciobanu and Troy Mears voting yes. 3. Comments from the Audience Neal Brown, 13853 SW Boxelder St., spoke to the board and wished everyone a Merry Christmas. 4. Briefing on Topics Discussed from November 11, 2013, and Previous PRAB Meeting Steve Martin spoke to the board and provided a handout of the 2015 Capital Improvement Plan (CIP) for the Parks Division; this handout is on file in the PRAB record. Some of the highlights include: • Four PRAB members submitted their CIP priority rankings. • Staff and other city boards also ranked the list. Mr. Martin told the board an informal Request for Proposal for a recreation program consultant has been posted on the city's website. 5. PRAB Officer Elections PRAB members discussed the nominations for the chair and vice chair for 2014. Dave Brown expressed an interest in filling the vice chair position. Troy Mears moved to nominate Dave Brown as the vice chair. Holly Polivka seconded the motion. Dave Brown was appointed vice chair by majority vote of the board members present, with Holly Polivka, Dave Brown, Peggy Faber, Claudia Ciobanu and Troy Mears voting yes. Holly Polivka moved to nominate Troy Mears as the chair. Dave Brown seconded the motion. Troy Mears was appointed chair by a majority vote of the board members present with Holly Polivka, Troy Mears, Peggy Faber, Claudia Ciobanu and Dave Brown voting yes. 6. Discuss PRAB Goals for 2014 The board discussed the 2014 goals. It will finalize the goals during the January PRAB meeting and submit to City Council. Steve Martin requested that Agenda Item #7 be discussed after Agenda Item #8. Steve Duh was attending a meeting for Senn Park and will be arriving late. 7. Park Bond Updates Steve Duh spoke to the board on the park bond measure. Some of the highlights include: • East Butte Heritage Park PARK & RECREATION ADVISORY BOARD MINUTES —December 9, 2013 City of Tigard 1 13125 SW Hall Blvd.,Tigard,OR 97223 1 503-718-2591 1 www.tigard-or.gov I Page 2 of 4 - Development will be complete once final punch list items are done. • Dirksen Nature Park - With regard to the city's land use application, the hearings officer reopened the hearing on a question related to sensitive lands and habitat. - This week, staff will provide a response to the hearings officer regarding findings on the sensitive lands review with the wildlife and habitat mapping. • Senn Park - The hearings officer reviewed the land use application on December 9, 2013, and determined that a sensitive lands review will be conducted. - This week staff will provide a response regarding findings on the sensitive lands review with the wildlife and habitat mapping. Steve Martin reported the city has leased property from the railroad and plans to construct a segment of the Tigard Street trail on the property. Note. The board considered Agenda Item #8 before Agenda Item #7. 8. Park Updates Martin McKnight provided the following updates: • The vacant senior utility worker positions in the Parks Division have been filled. • A walk-through was completed last week for the East Butte Heritage Park project. The project will be completed as soon as final punch list items are finished. • Downtown tree lighting ceremony was held last week. • The city scheduled two fun runs in December. • Next Saturday will be the final day for the yearly leaf disposal/food drive event. • A restroom will be constructed by at Summerlake Park near the new playground equipment by mid-spring. Neal Brown asked the board about annexation for the Paull properties. Steve Martin responded that the City Council will discuss the annexation during the January 14, 2014, council meeting. 9. Non-Agenda Items Steve Martin said Gordon Kunkle recently resigned from the PRAB. On February 14, 2014, the city will hold a celebration for: • Development of East Butte Heritage Park. • Construction of a segment of Fanno Creek Trail from Main Street to Grant Avenue. The city will be submitting a Nature in Neighborhoods grant letter to Metro for projects at Dirksen Nature Park. During last month's PRAB meeting, the board was asked if it wished to be involved with the city's Tree Board. Steve Martin said the PRAB's role would be limited, but if a decision needed to be made, staff would oversee. 10.Executive Session At 8:28 p.m., Mr. Mears announced the PRAB was going into executive session and read the following: The Tigard Park and Recreation Advisory Board will go into executive session to discuss potential property transactions under ORS 192.660 (2) (h). All discussions are confidential and those present may disclose nothing from the session. Representatives of the news media are allowed to attend executive sessions, as provided by ORS 192.660(4), but must not disclose any information discussed. No executive session may be held for the purpose of taking any final action or making any final decision. Executive sessions are closed to the public. 11. Adjourn At 8:42 p.m., the PRAB adjourned.
