10/14/2013 - Minutes IN City of Tigard Park & Recreation Advisory Board Minutes MEETING DATE: October 14, 2013 7 p.m. MEETING LOCATION: Tigard Public Works Building, Auditorium, 8777 SW Burnham Street The purpose of the Park and Recreation Advisory Board is to advise and advocate for park and recreation opportunities for a growing Tigard. 1. Roll Call: At 7 p.m. the meeting was called to order by Chairman Troy Mears. Approval of minutes: September 9, 2013 Holly Polivka moved to approve the September 9, 2013, meeting minutes. Marshall Henry seconded the motion. The minutes were approved by a majority of the board members present, with Dave Brown, Peggy Faber, Marshall Henry, Holly Polivka and Troy Mears voting yes. Claudia Ciobanu abstained. 3. Introduction of New PRAB Members Ms. Ciobanu introduced herself to board as the new member. 4. Comments from the Audience Chris Garsteck, 11774 SW 125`h Ct., a representative of the Tigard Dog Park Committee, spoke to the board and provided a handout regarding the Tigard Dog Parks Annual Halloween Costume Contest being held at Potso Dog Park; the handout is on file in the PRAB record. Carine Arendes, 9524 SW North Dakota St., a member of City Center Advisory Committee, introduced herself as the new liaison to the PRAB. Neal Brown, 13853 SW Boxelder St., requested an executive session be held after the PRAB meeting to discuss a property for sale. Since not all staff was present, he suggested to have the discussion during next month's PRAB meeting. 5. Park Bond Updates Mr. Duh spoke to the board on the park bond measure. Some of the highlights include: • East Butte Heritage Park - Project completion was delayed due to a utility line and power pole relocation. - The project will be completed this month. • Jack Park - The 110-foot wooden truss bridge will be installed this month over Krueger Creek. The bridge will connect the newly purchased area to the existing park. • Dirksen Nature Park - Application for the Type III Conditional Use Permit has been submitted to the Community Development Department. - The hearings officer will review the application on October 28, 2013. • Senn Park - Conditional use application has been submitted to the Community Development Department. Park Updates Mr. McKnight provided the following updates: • A sidewalk is being constructed on the east side of 92"d Ave. into Cook Park. • Due to recent weather conditions, the soccer fields were temporarily closed. • The Parks Division has two vacant senior utility worker positions. The division intends to fill these positions in the near future. • Construction of a concrete section of the Fanno Creek Trail from Main Street to Grant Avenue is 90-percent complete. • Staff met with Tigard Little League and discussed the possibilities of adding a small ball field to the east side of Cook Park and improvements at Summerlake ball field. 7. Joint Meeting with Council: October 15, 2013 The PRAB discussed their priorities for the council workshop meeting on October 15, 2013. Items to be discussed will be: • Downtown plaza • Recreation • Any remaining park projects to be completed 8. Non-Agenda Items Mr. Mears asked Toraj Khavari for any updates from the Friends of East Bull Mountain Park. Some of the highlights include: • The group is still working with other volunteer groups to improve and maintain the properties. • A website has been created for anyone wishing to vote on renaming the park. Mr. Mears asked staff if a master plan for the Steve St. project is available. Mr. Rager responded that staff will have an update on the progress of the master plan at the next meeting. Since the November PRAB meeting is scheduled on Veterans Day, the board agreed to reschedule the meeting to Monday, November 4, 2013. 9. Executive Session No executive session was called.
