09/09/2013 - Minutes 41 City of Tigard Park & Recreation Advisory Board Minutes MEETING DATE: September 9, 2013 7 p.m. MEETING LOCATION: Tigard Public Works Building, Auditorium, 8777 SW Burnham Street The purpose of the Park and Recreation Advisory Board is to advise and advocate for park and recreation opportunities for a growing Tigard. 1. Roll Call: At 7:01 p.m. the meeting was called to order by Chairman Troy Mears. Approval of minutes: July 8, 2013 Note.Marshall Henry arrived at the meeting at 7:02 p.m. Dave Brown moved to approve the July 8, 2013, meeting minutes. Marshall Henry seconded the motion. The minutes were approved by a majority of the board members present, with Dave Brown, Peggy Faber, Marshall Henry, and Troy Mears voting yes. Holly Polivka abstained. 3. Results of the PRAB Interviews and Introduction of new PRAB Members Mr. Martin spoke to the PRAB regarding vacancies on the board. Mr. Martin reported Holly Polivka and Claudia Ciobanu had been appointed as voting members; Gary Romans and Paul Drechsler are alternates. 4. Comments from the Audience Mr. Mears advised the audience that those interested in speaking to the board regarding the East Bull Mountain Concept Master Plan, should hold all comments until after the presentation under agenda item #5. There were no comments from the audience under agenda item #4. 5. East Bull Mountain Concept Master Plan Mr. Duh spoke to the board on the East Bull Mountain Concept Master Plan and provided handouts; these handouts are on file in the PRAB record. Some of the highlights include: • Three concept design options for the property have been presented. • The current concept site plan includes: - Large, open, grassy area - Nature play areas - Half basketball court - Picnic tables - Restroom Neal Brown, 13853 SW Boxelder St., Carolyn Leitherer, 13033 SW Wilmington Ln., and Scott White, 14423 SW 130th Ave., spoke to the board on their desire to add a sports field at the East Bull Mountain properties. Mr. Brown provided handouts and these handouts are on file in the PRAB record. Tom Kerrigan, 12945 SW Ridgefield Ln., spoke to the board on his desire for the city to have the play areas as level as possible at the East Bull Mountain properties. He also spoke to the board on removing the existing house on the property. Bill Montgomery, 13379 SW Bull Mountain Rd., spoke to the board on his support on how the PRAB members decide to develop the East Bull Mountain properties. Marshall Henry expressed his concern on doing more studies for leveling the large play area. Dave Brown moved to approve the East Bull Mountain Concept Master Plan dated August 22, 2013. Holly Polivka seconded the motion. The motion was approved by a majority of the board members present, with Dave Brown, Peggy Faber, Troy Mears and Holly Polivka voting yes, and Marshall Henry voting no. 6. Park Bond Update Mr. Duh updated the board on the park bond measure and provided handouts; these handouts are on file in the PRAB record. Some of the highlights include: • Fanno Creek House - The project was completed in early August, but is not ready for public rentals. • East Butte Heritage Park - The restroom, shelter and playground equipment are being constructed. - Park construction is underway. - The project will be completed this month. • Jack Park - The 110-foot wooden truss bridge will arrive this month and will be installed over Krueger Creek. The bridge will connect the newly purchased area to the existing park. - It is anticipated the project will be completed in late October. • Dirksen Nature Park - Application for the Type III Conditional Use Permit has been submitted to the Community Development Department. - The Community Development Department has reviewed all information and has issued a letter of completeness. - It is anticipated that the Hearings Officer will review the application on October 26, 2013. • Potso Dog Park - The land use application has been submitted for the parking lot project. Mr. Martin added construction of the restroom at Summerlake will begin spring 2014. 7. Park Updates Mr. McKnight provided the following updates: • The Parks Division will be hiring for two vacant senior utility worker positions. • A maintenance manual is currently being updated. • Shelter reservations for the season have slowed down. • Construction of the parking lot at Potso Dog Park will begin construction later this year. 8. River Terrace Update Mr. Martin updated the board on the city's desire to include a park in the newly annexed River Terrace. 9. Joint Meeting with Council on October 15, 2013 Mr. Martin asked the board to consider PRAB priorities for the council workshop meeting on October 15, 2013. The board will continue the discussion at next month's meeting. 10.Non-Agenda Items Mr. Martin added the city is in negotiations with Tigard Little League and Southside Soccer Club for a new agreement regarding the use of the sports fields at Cook Park. 11. Executive Session At 8:42 p.m., Mr. Mears announced the PRAB was going into executive session and read the following: The Tigard Park and Recreation Advisory Board will go into executive session to discuss potential property transactions under ORS 192.660 (2) (h). All discussions are confidential and those present may disclose nothing from the session. Representatives of the news media are allowed to attend executive sessions, as provided by ORS 192.660(4), but must not disclose any information discussed. No executive session may be held for the purpose of taking any final action or making any final decision. Executive sessions are closed to the public.
