07/08/2013 - Minutes 41 City of Tigard Park & Recreation Advisory Board Minutes MEETING DATE: July 8, 2013 7 p.m. MEETING LOCATION: Tigard Public Works Building, Auditorium, 8777 SW Burnham Street The purpose of the Park and Recreation Advisory Board is to advise and advocate for park and recreation opportunities for a growing Tigard 1. Roll Call: At 7:01 p.m. the meeting was called to order by Chairman Troy Mears. Approval of minutes: June 10, 2013 Marshall Henry moved to approve the June 10, 2013, meeting minutes. Peggy Faber seconded the motion. Comments from the audience Irene Khavari, 13293 SW Woodshire Ln., spoke to the board on her desire for the board to consider an alternate entrance - other than Woodshire Lane - into the East Bull Mountain properties. Toraj Khavari, 13293 SW Woodshire Ln., member of Friends of East Bull Mountain Park, spoke to the board and provided handouts regarding entrance options into the properties and changing the address to a Tigard address; these handouts are on file in the PRAB record. Mr. Mears asked staff why the entrance into the properties needed to be from Woodshire Lane. Mr. Martin responded that the properties are under development. The entrance or entrance options may be dictated by city land use requirements. Robert Carter, 14183 SW 132nd Terr., spoke to the board on his desire to add a sports field at the East Bull Mountain properties. Mr. Mears responded that due to the terrain, a sports field will probably not be feasible. Neal Brown, 13853 SW Boxelder St., spoke to the board and provided a handout regarding his desire to add a sports field at the East Bull Mountain properties; the handout is on file in the PRAB record. Chris Garsteck, 11774 SW 125th Ct., asked the board for an update on adding a fenced area for small dogs at Summerlake Park. Mr. Mears responded since the board has only received one request, no further action is planned. Ms. Garsteck also updated the board on a request from the Trust for Public Lands for interesting human connection stories that have occurred at Potso Dog Park. She also mentioned that during the Downtown Street Fair in August, a pet photo contest will be part of the activities and citizens are encouraged to vote for their favorite photo. Park Base Zone Presentation Associate Planner John Floyd spoke to the board and provided a handout on the creation of a new Parks Zone within the Tigard Community Development Code; the handout is on file in the PRAB record. Some of the highlights include: • Create specific zoning standards for parks and greenways. • Change the conditional use permit requirement for new parks and major improvements. • Streamline review for low-impact recreational improvements. • Residents that live near an existing or a future park will be notified and invited to comment on the project. 5. Council Items Related to Parks Mr. Martin briefed the board on park-related issues that were discussed at the June 18, 2013, council workshop meeting. Some of the highlights include: • Update the council on the park and open space bond measure. • Park naming policy. • Recreation program. • Field use agreement with Southside Soccer and Tigard Little League. 6. Sunrise Concept Master Plan Mr. Martin spoke to the board on the Sunrise Concept Master Plan and provided a handout. this handout is on file in the PRAB record. Dave Brown moved to approve the Sunrise Concept Master Plan. Peggy Faber seconded the motion. The plan was approved by a unanimous vote of the board members present, with Dave Brown, Peggy Faber, Marshall Henry, and Troy Mears voting yes. 7. Park Bond Update Mr. Martin updated the board on the park bond measure and provided handouts; these handouts are on file in the PRAB record. Some of the highlights include: • East Butte Heritage Park - Park construction is underway. - The restroom and playground equipment are being constructed. • Fanno Creek House - Nine hazard trees were removed. - Native planting and irrigation system projects are almost complete. • Jack Park - Received four bids for the project. PARK& RECREATION ADVISORY BOARD MINUTES July 8, 2013 City of Tigard 1 13125 SW Hall Blvd.,Tigard,OR 97223 1 503-718-2591 1 www.tigard-or.gov I Page 3 of5 - The 110-foot wooden truss bridge will arrive this month and will be installed over Krueger Creek to connect the newly purchased area to the existing park. • East Bull Mountain Properties - A second neighborhood meeting will be held on July 25, 2013. - There are three concept design options for the property. • Senn Park - The landscape architect is currently preparing design drawings for the property. - A neighborhood meeting will be held on August 1, 2013. • Dirksen Nature Park - Clean Water Services has provided a service provider letter for the parking area around the education center. - The park will have two natural play areas. • Potso Dog Park - An irrigation system will be installed this summer. - A paved parking lot will be constructed. • Tigard Street Trail - The city is working with a landscape architect on design drawings. - The project will be leased and not purchased. • Fanno Creek Trail from Main Street to Grant Avenue - Bid packages are due on July 16, 2013. 8. Park Updates Mr. McKnight provided the following updates: • Turf renovation at the Cook Park soccer fields will begin soon. 9. Non-Agenda Items The board agreed to cancel the August PRAB meeting. 10.Executive Session At 8:30 p.m., Mr. Mears announced the PRAB was going into executive session and read the following: The Tigard Park and Recreation Advisory Board will go into executive session to discuss potential property transactions under ORS 192.660 (2) (h). All discussions are confidential and those present may disclose nothing from the session.
