06/10/2013 - Minutes 41 City of Tigard Park & Recreation Advisory Board Minutes MEETING DATE: June 10, 2013 7 p.m. MEETING LOCATION: Tigard Public Works Building, Auditorium, 8777 SW Burnham Street The purpose of the Park and Recreation Advisory Board is to advise and advocate for park and recreation opportunities for a growing Tigard 1. Roll Call: At 7:01 p.m. the meeting was called to order by Chairman Troy Mears. Approval of minutes: April 8, 2013 and May 13, 2013 Marshall Henry moved to approve the April 8, 2013, meeting minutes. Dave Brown seconded the motion. Dave Brown moved to approve the May 13, 2013, meeting minutes. Gordon Kunkle seconded the motion. The minutes were approved by a majority vote of the board members present, with Dave Brown, Marshall Henry, Gordon Kunkle, and Troy Mears voting yes. Holly Pohvka and Peggy Faber abstained. 3. Comments from the audience Michael Freudenthal, 15838 SW Mason Ct., spoke to the board and provided a handout on the recent Atfalati agreement communication the city has had with Tigard Little League and Southside Soccer Club; the handout is on file in the PRAB record. Kim Kelleher, PO Box 230359, spoke to the board on her desire for the city to extend an agreement for the use of sports fields for Tigard Little League and Southside Soccer Club. Yvonne Sera, 14069 SW Viewpoint Ct., spoke to the board on her desire for the city to extend an agreement for the use of sports fields for Tigard Little League and Southside Soccer Club. Mr. Mears suggested that the issue will be included as an item for the next PRAB agenda. Mr. Rager reported that staff will be going to the City Council meeting on June 18, 2013, to discuss whether the city should continue to grant Tigard Little League and Southside Soccer Club the same priority scheduling rights as the organizations have had under the current agreement. Ivan Forslund, 15450 SW Empire Ter., asked staff if the decision to end the agreement was based on financial decisions. Mr. Rager replied that he is willing to continue the discussion with the two clubs at an additional meeting. Toraj Khavari, 13293 SW Woodshire Ln., member of Friends of East Bull Mountain Park, spoke to the board and provided a handout on the volunteer group's efforts in trail building and maintaining the East Bull Mountain properties; the handout is on file in the PRAB record. Mr. Khavari asked the board to create a subcommittee to assist with the future development of the properties. He also spoke to the board on the group's design preference. Discussion on Tigard Dog Parks During last month's PRAB meeting, a resident spoke to the board about her desire to add a fenced area at Summerlake Park for small dogs. The board discussed this option and decided since they have only received one request, no further action is required. 5. Update on Rotary Club's Equipment Donation Mr. Mears updated the board that the Rotary Club is currently looking at exercise equipment options to be purchased and installed at Dirksen Nature Park. 6. Park Bond Update Mr. Duh updated the board on the park bond measure and provided handouts; these handouts are on file in the PRAB record. Some of the highlights include: • East Butte Heritage Park - Park construction is underway. - The restroom and playground equipment is expected to arrive next month. • Fanno Creek House - The City Council will consider awarding a construction contract at its meeting on June 11, 2013. • Jack Park - Construction bids are due June 20, 2013. - The City Council will consider awarding a construction contract at its meeting on July 9, 2013. • Dirksen Nature Park - Park design is being reviewed for the land use and environmental permits. • East Bull Mountain Properties - There are three concept design options for the property. - Primary vehicle access into the park will be on Woodshire Lane. • Potso Dog Park - An irrigation system will be installed this summer. - A paved parking lot will be constructed. These will eventually be submitted to Oregon Department of Transportation. 7. Park Updates Mr. Rager provided the following updates: • Festival of Balloons will be held at Cook Park on June 21-23, 2013. • Construction for a concrete section of the Fanno Creek Trail from Main Street to Grant Avenue will begin later this summer. • Independence Day celebration fireworks will be held at Cook Park with viewing at Tigard High School. 8. City Council Meeting Mr. Rager updated the board that staff will be speaking to City Council during the council's June 18, 2013, meeting on the following topics: • Naming and recognition policy for parks, buildings and other city properties. • Update on the park bond and a recreation program charter. • The city's relationship with two Tigard-based sports clubs. 9. Non-Agenda Items No non-agenda items were discussed. 10.Executive Session At 8:50 p.m., Mr. Mears announced the PRAB went into executive session and read the following: The Tigard Park and Recreation Advisory Board will go into executive session to discuss potential property transactions under ORS 192.660 (2) (h). All discussions are confidential and those present may disclose nothing from the session. Representatives of the news media are allowed to attend executive sessions, as provided by ORS 192.660(4), but must not disclose any information discussed. No executive session may be held for the purpose of taking any final action or making any final decision. Executive sessions are closed to the public.
