04/08/2013 - Minutes 41 City of Tigard Park & Recreation Advisory Board Minutes MEETING DATE: April 8, 2013 7 p.m. MEETING LOCATION: Tigard Public Works Building, Auditorium, 8777 SW Burnham Street The purpose of the Park and Recreation Advisory Board is to advise and advocate for park and recreation opportunities for a growing Tigard 1. Roll Call: At 7:00 p.m. the meeting was called to order by Chairman Troy Mears. Approval of minutes: March 11, 2013 Holly Polivka moved to approve the March 11, 2013, meeting minutes. Dave Brown seconded the motion. Hong Dao abstained. 3. Comments from the audience Pearl Paulson, 13285 SW Woodshire Ln., member of Friends of East Bull Mountain Park, spoke to the board on future collaboration with the city for park planning on the Paull property. Mr. Duh commented that the city will try and coordinate a public meeting for this property during the Friends of East Bull Mountain meeting in May. Neal Brown, 13853 SW Boxelder St., spoke to the board and provided a handout about his desire for the board to consider acquisition of an eight-acre parcel in the River Terrace area for a community park; the handout is on file in the PRAB record. Trisha Swanson, 14585 SW Grandview Ln., spoke to the board and provided a handout about her desire for the board to create a partnership with her organization for a yearly non-profit fun run/walk. Mr. Mears asked what expectations she would have from the city to partner with her. Ms. Swanson replied that she would like: • The city to provide insurance coverage for the participants. • Have the event be held at Cook Park. • Promotion of the event through the city's media sites. The board and staff discussed fun runs and other park events; this discussion will continue at the next PRAB meeting. 4. Park Bond Updates Mr. Duh updated the board on the park bond measure and provided a handout; the handout is on file in the PRAB record. Some of the highlights include: • Paull Property - The city received four bids to develop the landscape architecture master plan. One firm is under contract negotiations with the city. - The city will try and coordinate public meetings for this property with the Friends of East Bull Mountain Park volunteer group's meetings. Note.Hong Dao left the meeting at 7.34 p.m. PARK & RECREATION ADVISORY BOARD MINUTES —April 8, 2013 City of Tigard 1 13125 SW Hall Blvd.,Tigard,OR 97223 1 503-718-2591 1 www.tigard-or.gov I Page 2 of4 • East Butte Heritage Park - Construction bids were due on March 26, 2013. - The City Council will consider awarding a construction contract at its meeting on April 9. - Construction should begin in May. • Fanno Creek House - Finalizing bid drawings and documents. - Bid packages will be sent out this month. - Construction should begin in late May. • Jack Park - A contract has been signed for the purchase of the 110-foot wooden truss bridge that will be installed over Krueger Creek to connect the newly purchased area to the existing park. - The bridge will be delivered in July. - Design drawings are near 100-percent completion. • Dirksen Nature Park - Staff and Mr. Duh met last week with Clean Water Services (CWS) for a pre- design meeting. - The city will need to meet CWS requirements for the vegetation along the wetlands and creeks. - Land use permit for the first phase of the project should be submitted in June. • Sunrise Property - The second public meeting will be held on April 24. Mr. Mears commented that the Tigard Rotary Club voted and would like the donation of exercise equipment to be installed at Dirksen Nature Park. Mr. Mears asked staff if there were any park projects pending. Mr. McKnight replied several projects will be underway soon, and he will provide information and costs at the next PRAB meeting. 5. Park Updates Mr. McKnight provided the following updates: • League sports have begun. • The Parks Division is currently hiring for seasonal parks staff. Update on Recreation Finder Mr. Rager updated the board regarding the online Recreation Resource Guide. The city has hired a temporary employee to help refine the listings in the guide. 7. Non-Agenda Items Mr. Rager spoke to the board and provided a handout on the River Terrace area; the handout is on file in the PRAB record. Some of the highlights include: • The Community Development Department is currently working on a Community Plan. The plan will address for zoning, park land, etc. • Staff will schedule Kenny Asher, community development director, to make a presentation about the area at an upcoming meeting. 8. Executive Session Executive session was not held. 9. Adjourn At 8:05 p.m., the PRAB adjourned.
