11/05/2012 - Minutes 41 City of Tigard Park & Recreation Advisory Board Minutes MEETING DATE: November 5, 2012 7 p.m. MEETING LOCATION: Public Works Auditorium, 8777 SW Burnham Street The purpose of the Park and Recreation Advisory Board is to advise and advocate forpark and recreation opportunities for a growing Tigard. 1. Roll Call: At 7 p.m. the meeting was called to order by Chairman Troy Mears. Approval of minutes: September 10, 2012 and October 8, 2012 Holly Polivka moved to approve the September 10, 2012, meeting minutes. Marshall Henry seconded the motion. Dave Brown and Hong Dao abstained. Dave Brown moved to approve the October 8, 2012, meeting minutes. Hong Dao seconded the motion. The minutes were approved by a unanimous vote of the board members present, with Dave Brown, Hong Dao, Marshall Henry, Troy Mears, and Holly Polivka voting yes. Peggy Faber abstained. 3. Comments from the audience Neal Brown, 13853 SW Boxelder St., spoke to the board about his desire for the city and YMCA to collaborate on the development of a recreation center in Downtown Tigard. Steve Shaw, 13178 SW Woodshire Ln., member of Friends of East Bull Mountain spoke to the board on the volunteer group efforts in posting updated information at the entrances into the Paull property. Mr. Shaw also spoke to the board and provided a handout on the vision and mission of the group; this handout is on file in the PRAB record. Tim Pepper, 14550 SW 120thPI., spoke to the board and provided a handout regarding the trail system on the Paull property; this handout is on file in the PRAB record. Mr. Pepper asked staff if trails could be constructed in the lower west side of the property. Mr. McKnight responded that he is working with an Eagle Scout who may install trails in that area. Mr. Pepper asked staff for a timeframe regarding development of the Paull property. Mr. Martin replied that bid packages may be sent out in early 2013. 4. Neighborhood Exchange (Mini Library Boxes) Mr. Martin spoke to the board on a request from Tigard resident, Ike Eisenhauer, on the possibility of installing a "Mini-Box Library" in Woodard Park. Mr. Eisenhauer forwarded informational handouts, and these handouts are on file in the PRAB record. Mr. Eisenhauer has offered to build, install and maintain the mini library. 5. Bond Measure Updates Mr. Duh updated the board on the park bond measure; highlights include: • Sunrise Property - Negotiations with the selected contractor will begin this week. - The first public meeting will be held in early 2013. • Jack Park - Land use application has been submitted; staff is awaiting approval on the final completeness of the application. - It is anticipated that construction will begin in late spring or summer 2013. PARK & RECREATION ADVISORY BOARD MINUTES — November 5, 2012 City of Tigard 13125 SW Hall Blvd.,Tigard,OR 97223 1 503-639-4171 1 www.tigard-or.gov I Page 2 of5 • Fanno Creek House - Construction drawings and specifications were completed last week. - Working with the Engineering Division on compiling bid packages to go out in early 2013. • East Butte Heritage Park - Portland General Electric has been onsite and provided their underground utility requirements. - Modification to the restroom location will be required due to the PGE requirements. - The city will seek bids to construct the project in early 2013. • Summer Creek Property - Currently in negotiations with a design firm for the project. - It is anticipated that it will take more than a year to complete the permit, review, and design process. Mr. Martin commented additional funding may be required for the Summer Creek project due to the required improvements to Tigard Street. The board decided to postpone the development of the Summer Creek property due to these costs, but will continue with the land use application and 60-percent design drawings needed for permitting. 6. Park Updates Mr. McKnight provided the following updates: • In response to phone calls from citizens, the Parks Department has been investigating reports of hazardous trees. • Staff has been busy removing debris from trails and paths. • Staff members have attended additional park trainings and classes. • The city is holding its annual Leaf Disposal and Food Drive event at Cook Park. The 2012 drop-off dates are: - November 10 from 9 a.m. — 3 p.m. - November 17 from 9 a.m. — 3 p.m. - December 1 from 9 a.m. — 3 p.m. - December 8 from 9 a.m. — 3 p.m. 7. Discuss City Council Goals for 2013 The board discussed council goals for the upcoming year. The board suggested the following goal for submittal to council: • Allocate funding and complete a feasibility study for the City of Tigard recreation/activities program to answer the following questions: PARK & RECREATION ADVISORY BOARD MINUTES — November 5, 2012 City of Tigard 13125 SW Hall Blvd.,Tigard,OR 97223 1 503-639-4171 1 www.tigard-or.gov I Page 3 of5 - What role should the City of Tigard play in a recreation/activities program (coordinate, provide services, etc.)? - Should the City of Tigard have a central recreation/activities center? Consider a public/private partnership? • Continue to maintain and publish the citywide recreation/activities inventory. 8. Discuss Potential 2013 PRAB Goals and Elections for January Meeting The board will discuss this agenda item at its January meeting. 9. Non-Agenda Items Councilor Woodard attended the Planning Commission's goal-setting meeting and reported that issues discussed included city recreation and economic development. The board decided to not meet in December 2012. The next scheduled PRAB meeting will be January 14, 2013. 10.Executive Session At 9:15 p.m., Mr. Mears announced the PRAB went into executive session and read the following: The Tigard Park and Recreation Advisory Board will go into executive session to discuss potential property transactions under ORS 192.660 (2) (h). All discussions are confidential and those present may disclose nothing from the session. Representatives of the news media are allowed to attend executive sessions, as provided by ORS 192.660(4), but must not disclose any information discussed. No executive session may be held for the purpose of taking any final action or making any final decision. Executive sessions are closed to the public. 11. Adjourn At 9:25 p.m., the PRAB adjourned.
