07/09/2012 - Minutes City of Tigard Parks & Recreation Advisory Board Minutes MEETING DATE: July 9, 2012 7 p.m. MEETING LOCATION: Public Works Auditorium, 8777 SW Burnham Street The purpose of the Parks and Recreation Advisory Board is to advise and advocate for park and recreation opportunities for a growing Tigard. 1. Roll Call: At 7 p.m. the meeting was called to order by Chairman Troy Mears. Approval of minutes: June 11, 2012 Hong Dao moved to approve the June 11, 2012 meeting minutes. Holly Polivka seconded the motion. The minutes were approved by a majority vote of the board members present, with Hong Dao, Troy Mears, Holly Polivka, and Dave Brown voting yes. Peggy Faber and Gordon Kunkle abstained. 3. Comments from the audience Tom Kerrigan, 12945 SW Ridgefield Ln., member of the volunteer group, "Friends of East Bull Mountain Park" spoke to the board. Mr. Kerrigan said the group has applied for nonprofit status and is in the process of filing a 501(c)3. The group is composing a vision statement for the city to review. Steve Martin replied that it has been discussed, but there has been no formal plan. 4. Parks Update Martin McKnight provided the following updates: Tigard Festival of Balloons was held June 22-24 at Cook Park. Fourth of July fireworks were held at Cook Park. Field renovations at Cook Park have begun. Steve Martin added that the recreation intern has begun compiling activities provided by other organizations. Currently there are six recreation categories under review. 5. Bond Measure Updates Steve Duh updated the board on the park bond measure. Some of the highlights include: Sunrise Park - Topographic survey will be completed this week. - Solicitation for the master plan will be ready this week. Fanno Creek House - Final review and report will be provided to staff from Community Development. - Construction should begin this fall. East Butte Heritage Park - Construction drawings have been received from Group MacKenzie. - Staff edits have been made on plans and will be provided to the landscape architect for review this week. - Construction should begin this fall. Jack Park - Land use application submittal to Clean Water Services has been revised. - Land use review should be completed by October. - Request for Bids should go out by early spring 2013. Summer Creek Park Steve Duh displayed a poster depicting figure 4 from the proposed Summer Creek Master Plan. The master plan is on file in the PRAB record. - Conservation easement with Metro covers 35 acres of the land; this provides protection from development and future uses. - There are four areas that are developable and they are near Tigard Street and the ball field area. Board and staff discussed the current condition of the ball field and drainage issues. Gordon Kunkle moved to adopt the conceptual master plan as shown. Hong Dao seconded the motion. The motion was approved by the board members present, with Hong Dao, Peggy Faber, Gordon Kunkle, Troy Mears, Dave Brown and Holly Polivka voting yes. 6. Summer Creek Master Plan The board discussed and adopted the Summer Creek Master Plan under agenda item #5. 7. Discussion of Park Development Projects with Council Steve Martin spoke to the board about its July 17, 2012, meeting with City Council. The board and council are slated to discuss development proposals for several park projects. Steve Martin provided board members with the council packet materials for this item. These materials are on file in the PRAB record. 8. Executive Session At 8:13 p.m., Troy Mears announced the PRAB went into executive session and read the following: The Tigard Park and Recreation Advisory Board would go into executive session to discuss potential property transactions under ORS 192.660 (2) (h). All discussions are confidential and those present may disclose nothing from the session. Representatives of the news media are allowed to attend executive sessions, as provided by ORS 192.660(4), but must not disclose any information discussed. No executive session may be held for the purpose of taking any final action or making any final decision. Executive sessions are closed to the public. At 8:27 p.m., the PRAB adjourned from the executive session.
