Parks & Recreation Advisory Board Minutes
MEETING DATE: April 9, 2012 7 p.m.
MEETING LOCATION: Public Works Auditorium, 8777 SW Burnham Street
The purpose of the Parks and Recreation Advisory Board is to advise and advocate
for park and recreation opportunities for a growing Tigard.
1. Roll Call: At 7:01 p.m. the meeting was called to order by Chairman Troy Mears.

2. Approval of minutes: March 12, 2012
Holly Polivka moved to approve the March 12, 2012 meeting minutes. Peggy Faber
seconded the motion. The minutes were approved by a majority vote of the board
members present, with Troy Mears, Peggy Faber, Marshall Henry, Hong Dao, and Holly
Polivka voting yes. Dave Brown abstained.
3. Comments from the audience
Neal Brown, 13853 SW Boxelder Street, asked the board to consider the acquisition of an
8.72- acre parcel in the newly annexed area of River Terrace for a community park. Mr.
Brown provided a handout of the property, and this handout is on file in the PRAB record.

Kevin Hogan, 14357 SW 133rd Avenue, thanked the board for the recent purchase of East
Bull Mountain property for a community park.
4. Bond Measure Update
Steve Duh updated the board on the park bond measure. Some of the highlights include:
• East Butte Heritage Park
- Meeting with hearings officer is scheduled for April 23.
- Receiving feedback from Community Development on April 16 regarding
conditions of approval and requirements for land use application.
• Fanno Creek House
- Project has been resubmitted for land use and is currently under review by
Community Development.
- Should be receiving completeness letter from city staff within a week to verify all
requirements have been met.
• Jack Park
Mr. Duh distributed a handout which is on file in the PRAB record.
- Second neighborhood meeting will be held April 12 at the Community Room at
Tualatin Valley Fire and Rescue Station 50.
- Community garden space will be incorporated into Jack Park. It is anticipated
that 16 garden plots will be available.
• Summer Creek
Mr. Duh distributed a handout which is on file in the PRAB record.
- The first public meeting for the project was held two weeks ago.
- Two concept plans were offered at the meeting: Concept A is less developed,
while Concept B has a more extensive trail network.
- A walking path will be created around the ball field.
- Parking for up to 15 vehicles will be provided along Tigard Street.
- The next neighborhood meeting is planned for May 9.
Marshall Henry asked if park bond funds were available to complete half-street
improvements along Tigard Street once the Summer Creek project was completed. Staff
replied that during the last PRAB meeting, the board expressed its desire to not use these
funds towards street improvements for this project.
Mr. Duh requested the board make formal recommendations regarding Jack Park and/or
Summer Creek design/projects/improvements at its next meeting. He also said park
project updates have been posted to the city's website.
5. Park Updates
Martin McKnight provided the following updates:

• Due to a variety of issues, the Parks Division is currently short on staff.
• Seasonal parks recruitment closed on Friday; hiring will take place soon.
• Park shelter reservation season opened last week.
Last month the board received information on future park upgrades that could be
completed with park bond funds. This topic will be covered during next month's PRAB
meeting.
6. Non-Agenda Items
Councilor Woodard spoke to the board regarding his recent trip to Washington, D.C. He
spoke to multiple representatives and agencies in funding options for recreation programs.
Linli Pao, a member of City Center Advisory Committee (CCAC), informed the board that
the next CCAC meeting will be April 11. Discussion topics include:
• Circulation plan and connectivity to urban renewal area.
• Anticipated changes for downtown.
7. Executive Session
At 7:53 p.m., Troy Mears announced the PRAB was going into Executive Session and read
the following: The Tigard Park and Recreation Advisory Board will go into Executive
Session to discuss potential property transactions under ORS 192.660 (2) (e). All
discussions are confidential and those present may disclose nothing from the Session.
Representatives of the news media are allowed to attend Executive Sessions, as provided by
ORS 192.660(4), but must not disclose any information discussed. No Executive Session
may be held for the purpose of taking any final action or making any final decision.
Executive Sessions are closed to the public.
At 8:51 p.m., the PRAB adjourned the Executive Session.
