03/12/2012 - Minutes 1 11 rx; City of Tigard Parks & Recreation Advisory Board Minutes TIGARD MEETING DATE: March 12, 2012 7 p.m. MEETING LOCATION: Public Works Auditorium, 8777 SW Burnham Street The purpose of the Parks and Recreation Advisory Board is to advise and advocate for park and recreation opportunities for a growing Tigard. 1. Roll Call: At 7:00 p.m. the meeting was called to order by Chairman Troy Mears. Approval of minutes: February 13, 2012 Marshall Henry moved to approve the February 13, 2012 meeting minutes. Gordon Kunkle seconded the motion. The minutes were approved by a majority vote of the board members present, with Troy Mears, Peggy Faber, Marshall Henry, Hong Dao, Holly Polivka and Gordon Kunkle voting yes. 3. Comments from the audience Neal Brown asked the board to consider the acquisition of an 8.72- acre parcel in the newly= annexed area of River Terrace for a community park. Mr. Brown provided a handout of the property, and this handout is on file in the PRAB record. The next CCAC will be Wednesday, March 14 at 6:30 p.m., second floor Library conference room. 4. Downtown Coordination with City Center Advisory Committee (CCAC) Gordon Kunkle updated the board on the progress with the subcommittee with CCAC and creating a downtown plaza. • CCAC will begin looking for a consultant with a marketing background to bring in more activities into the downtown area. • PRAB will consider allocating funds into a downtown plaza. • The subcommittee will meet prior to monthly PRAB meetings. 5. Bond Measure Update Steve Duh updated the board on the parks bond measure. Some of the highlights include: • East Butte Heritage Park - Land use application is currently under review by city Community Development. - Public hearing for the project will be April 23, 2012. - Project approval is anticipated in early May. - If there are no public appeals, construction will begin in early June. • Fanno Creek House - Land use application was submitted to the city planning two weeks ago. - Application was returned due to items not being complete, but will re-submit complete application within next few weeks. - Construction for the project is estimated to begin in early summer. • Jack Park Mr. Duh distributed a handout which is on file in the PRAB record. - A public meeting was held on February 22 with two concept drawings displayed for comments. - A 110-foot bridge will be needed to connect the existing property to the recently purchased parcel, due to the creek and wetlands. - Bridge concept drawings will be brought to the board for their approval. - Community garden space will be incorporated into Jack Park. It is anticipated that 16 garden plots will be available. - One concept idea for the original play area would be a natural play area with a sandlot and nature play structures for kids. - The second public meeting will be held April 12 at the Community Room at Tualatin Valley Fire and Rescue Station 50. • Summer Creek - A walking tour of the site was provided last week for key stakeholders to discuss master plan design issues. - The group discussed various landscape types for quality and access. Chairman Mears said part of the discussions at Summer Creek also included creating trails and adding more outdoor education for the schools. Mr. Duh added that summary notes from the Summer Creek meeting will be provided to PRAB members. He also said project specific web pages will be added to the city's website; the public will be able to view meeting minutes and materials on these pages. 6. Park Updates Martin McKnight provided the following updates: • Summerlake playground replacement project has been postponed due to funding. • Staff and service reductions will be made through the next fiscal year. • Intertwine trail signs were installed along Fanno Creek Trail from Main Street to Ash Avenue. • Potso Dog Park hours have been extended. The park is open every day from dawn to dusk except on Tuesdays and Thursday when the park is closed until 3:30 p.m. for maintenance. Chairman Mears asked if there were any pending park projects that could be completed with park bond funds. Mr. McKnight replied that a project list will be provided to PRAB members. Peggy Faber asked if volunteers might be able to assist with park projects. Staff replied that volunteer efforts are an asset to projects, though many projects still require a city staff member to provide onsite direction. Linli Pao asked if the city has considered utilizing Community Emergency Response Team (CERT) members for volunteer projects. Brian Rager replied that he will discuss this suggestion with the city's CERT coordinator. 7. Non-Agenda Items There were no non-agenda items. Executive Session At 7:53 p.m., Troy Mears announced that the PRAB went into Executive Session and read the following: The Tigard Park and Recreation Advisory Board will go into Executive Session to discuss potential property transactions under ORS 192.66( (2) (e). All discussions are confidential and those present may disclose nothing from the Session. Representatives of the news media are allowed to attend Executive Sessions, as provided by ORS 192.660(4), but must not disclose any information discussed. No Executive Session may be held for the purpose of taking any final action or making any final decision. Executive Sessions are closed to the public. At 9:09 p.m., the PRAB adjourned the Executive Session.
