02/13/2012 - Minutes - City of Tigard Parks & Recreation Advisory Board Minutes MEETING DATE: February 13, 2012 7 p.m. MEETING LOCATION: Public Works Auditorium, 8777 SW Burnham Street The purpose of the Parks and Recreation Advisory Board is to advise and advocate for park and recreation opportunities for a growing Tigard. 1. Roll Call: At 7:00 p.m. the meeting was called to order by Chairman Troy Mears. Approval of minutes: January 9, 2012 Hong Dao moved to approve the meeting minutes. Marshall Henry seconded the motion. The minutes were approved by a majority vote of the board members present, with Troy Mears, Dave Brown, Peggy Faber, Marshall Henry, Hong Dao, Holly Polivka and Gordon Kunkle voting yes. 3. Comments from the audience Neal Brown reported that the Tigard Rotary Club will be celebrating their 50th anniversary and would like the city to partner with the Rotary Club to provide recreation. Mr. Brown also asked the board to consider the acquisition of a parcel on Bull Mountain for a community park. Downtown Coordination with City Center Advisory Committee (CCAC) Alex Craghead spoke to the board on the creation of a sub-committee with PRAB members. The sub-committee will be Elise Shearer and Linli Pao from CCAC; Gordon Kunkle and Marshall Henry will represent PRAB. Meeting dates and locations are under consideration. 5. Bond Measure Update Steve Duh updated the board on the parks bond measure and distributed handouts. The handout is on file in the PRAB record. Some of the highlights include: • East Butte Heritage Park - Land use application was submitted to city planning. - Additional information is required on the information. - Revised application will be re-submitted this week. • Fanno Creek House - Land use application edits are still under review. - The application will be submitted to the Planning Department this week. • Jack Park - Neighborhood meeting will be held February 22 at Tualatin Valley Fire and Rescue Station 50 Community Room at 7 p.m. to discuss plans. - Topographic survey, wetland delineation and geotechnical study have been completed. • Summer Creek - Project kick-off meeting with landscape architect last week. - Stakeholders will be involved in the project and providing additional input. A meeting with the stakeholders will be in early March. - Two public meetings will be scheduled within the next few months. Troy Mears asked if there were any projects available to submit for grants; staff replied that there currently are not any projects ready. Steve Martin did add that a couple of trail projects have been submitted. 6. Fanno Creek Trail Projects Jeff Peck, Senior Engineering Technician provided a handout and spoke to the board regarding Fanno Creek Trail from Main Street to Grant Avenue. The handout is on file in the PRAB record. Some of the highlights include: • Approximately 195 lineal feet of asphalt trail near Tigard Cycle & Ski is in poor condition. • Approximately 14 years ago, a section of trail near north end of the Morlan property was constructed and recently uncovered with overgrown blackberry bushes; the path is in excellent condition. Mr. Peck requested the board to consider additional funding for the completion of the Fanno Creek Trail project. Troy Mears moved to recommend approval of$100,000 for the trail section between Main Street to Grant Avenue, contingent on the completion date of January 1, 2013. Holly Polivka seconded the motion. The motion was approved by unanimous vote of the board members present with Troy Mears, Peggy Faber, Hong Dao, Dave Brown, Holly Polivka, Marshall Henry and Gordon Kunkle voting yes. 7. Park Updates Martin McKnight updated the board on park updates and reported: • The larger playground structure at Summerlake Park near the wooden bridge will be replaced. Proposals will be reviewed over the next several weeks. • In February, Boy Scout troops held their annual campout at Cook Park. During the event, the troops did a service project of removing PVC pipe that was used as temporary irrigation to establish wetland plantings. • Ivy has been removed on the Scheckla trail along near 89th Avenue and Pinebrook Street by volunteers over the last few weeks. • Potso Dog Park hours have been temporarily limited to Friday 3:30 p.m. — dusk Sunday due to damage to turf from the dogs and rain. Peggy Faber asked staff why the crosswalk near the library on Hall Boulevard does not notify the pedestrian crossing the street when it is safe. Brian Rager responded that he would have to check into it and would email the PRAB members the answer. Troy Mears asked staff if there was a list of possible improvements and development that the city has compiled. Mr. Martin replied that many of the items are listed in the master plan, and a complete list could be put together for the PRAB. Mr. Rager's email response on the Hall Boulevard pedestrian crosswalk question: Hall Boulevard is under Oregon Department of Transportation's jurisdiction they believe it is safer to not have the indicator. It is their belief that a pedestrian is safer to wait to make sure vehicles are stopped before entering the crosswalk. An indicator light may give pedestrians a false sense of security. Non-Agenda Items • City Council had a workshop and discussed Park System Development Charges (SDCs). The Council will consider adopting the methodology on March 27, 2012. • Intergovernmental Agreement (IGA) with Washington County and Metro for the Sunrise property purchase will be considered at the February 14, 2012 City Council meeting. If the IGA is approved, Washington County will transfer $400,000 to reimburse the Park Bond. • Metro will be installing ten demonstration directional signs along Fanno Creek Trail beginning at Main Street and going east on the trail. • The city is in discussion with Tigard-Tualatin School District on possible indoor/outdoor property use. 9. Executive Session At 8 p.m., Troy Mears announced that the PRAB went into Executive Session and read the following: The Tigard Park and Recreation Advisory Board would go into Executive Session to discuss potential property transactions under ORS 192.660 (2) (h). All discussions are confidential and those present may disclose nothing from the Session. Representatives of the news media are allowed to attend Executive Sessions, as provided by ORS 192.660(4), but must not disclose any information discussed. No Executive Session may be held for the purpose of taking any final action or making any final decision. Executive Sessions are closed to the public. At 8:42 p.m., the PRAB adjourned from the Executive Session.
