Parks & Recreation Advisory Board Minutes
MEETING DATE: October 10, 2011 7 p.m.
MEETING LOCATION: Second Floor Conference Room, Library, 13500 S.W. Hall Blvd.
The purpose of the Parks and Recreation Advisory Board is to advise and advocate
for park and recreation opportunities for a growing Tigard.
1. Roll Call: At 7:01 p.m. the meeting was called to order by Chairman Troy Mears.

2. Approval of minutes: September 12, 2011
Holly Polivka moved to approve the September 12, 2011 meeting minutes. Gordon Kunkle
seconded the motion. The minutes were approved by a unanimous vote of the board
members present, with Marshall Henry, Troy Mears, Holly Polivka, Gordon Kunkle and
Dave Brown voting yes.
3. Comments from the audience
Neal Brown addressed the board supporting a local recreation program and promoting the
park system.

4. Bond Measure Update
Steve Martin updated the board on the parks bond measure and reported:
• A contractor has been hired for East Butte Heritage Park and Fanno Creek House
projects.
• A public restroom will be constructed at East Butte Heritage Park.
• Due to estimated costs of Jack Park, a formal Request for Proposals (RFP) will be
required.
• A RFP will be going out for Summer Creek. A concept plan will be in place for the
project.
• Tualatin Riverkeepers is hosting educational day camp at Summer Creek for school
age children. A temporary soft trail was created for the children to use and prevent
them walking along Tigard Street.
• The board agrees to move forward with a RFP for Sunrise Park planning.
5. Discussion of Joint Meeting with Council on September 20
A) Acquisition vs. Development
Preliminary information has been received on the park priority list and still moving
forward in the process.
B) Downtown parklands — joint subcommittee with CCAC?
City council supports the formation of a joint subcommittee with the CCAC to
discuss downtown development. PRAB members will be meeting with the CCAC to
form the committee.
C) Recreation
Carl Switzer, Park and Recreation Manager for the City of Tualatin, spoke to the
board on various aspects of starting a recreation program.
Mr. Switzer reported:
• Primary ways to fund a recreation program would be through a special district
or local government.
• The ideal person to run a recreational program should have executive level
skills to include identifying funding sources and develop a recreation timeline.
• Tigard has an aquatics district in place and there can only be one special district
of each type in an area. Another district of that type cannot be formed within
Tigard or Tualatin.
• Partnering with local businesses can help offset funding expenses.

• The benefit of having a 100% cost recovery program would result with not as
much general fund support needed. To possibly achieve this would require
higher participation fees.
• A suggested first step to achieve this goal would be requesting examples for
proposals on feasibility of building a recreation facility and developing
programs.
• The City of Tigard will be conducting a community survey; the topic of
recreation will be included.
6. Park Updates
Martin McKnight updated the board on park updates.
Mr. McKnight reported:
• Pedestrian bridge at Summerlake Park will be replaced in mid-November. The
estimated cost will be $24,000.
• Limited amount of parking spots near Katherine Street could be added to
accommodate people going into Woodard Park.
• Athletic field at Summer Creek will require additional maintenance. To achieve this
will require the use of heavy equipment.
• Approximately 40-tons of new asphalt have been replaced around Shelter #1 at Cook
Park. An irrigation system and landscaping will be added soon.
• Irrigation zones have been added from the Tupling Butterfly Garden to the east
softball field at Cook Park.
• A Tualatin-based company has been contracted out to complete the deep aeration at
the Cook Park fields.
• On October 29, 2011 the Tigard Dog Park Committee will host the annual
Halloween Canine Costume Contest at Potso Dog Park.
• Liberty Park will hold the annual tree lighting program on December 2, 2011.
7. Non-Agenda Items
Mr. Mears inquired as to additional field development. Mr. Martin did respond that there
have been preliminary discussions with the school district for the city to maintain fields and
rent them out. Discussions are continuing.
8. EXECUTIVE SESSION:
At 8:57 p.m., Troy Mears announced that the PRAB went into Executive Session
and read the following:
The Tigard Park and Recreation Advisory Board would go into Executive Session to
discuss potential property transactions under ORS 192.660 (2) (h). All discussions

are confidential and those present may disclose nothing from the Session.
Representatives of the news media are allowed to attend Executive Sessions, as
provided by ORS 192.660(4), but must not disclose any information discussed. No
Executive Session may be held for the purpose of taking any final action or making
any final decision. Executive Sessions are closed to the public.
At 9:03 p.m., the PRrkB ad)ourned from the Executive Session.
