Parks & Recreation Advisory Board Minutes MEETING DATE: July 11, 2011 7 — 8:30 p.m. MEETING LOCATION: Brown Auditorium, Public Works Building, 8777 SW Burnham St. The purpose of the Parks and Recreation Advisory Board is to advise and advocate for park and recreation opportunities for a growing Tigard. 1. Roll Call: At 6:59 p.m. the meeting was called to order by Chairman Troy Mears Members Present: Troy Mears, Peggy Faber, Hong Dao, Marshall Henry, Gordon Kunkle, Holly Polivka, Gary Romans, Dave Brown Members Absent: Barry Albertson Staff Present: Steve Martin, Brian Rager, Martin McKnight, Renee' Ferguson, Steve Duh Council: Marc Woodard Audience: Doug Vorwaller, Toraj Khavari, Tom Kerrigan, Glenna Thompson, Pamela Sigler, Leon Paulson, Elise Shearer, Neal Brown. 2. Approval of minutes: June 13, 2011: Holly Polivka moved to approve the meeting minutes. Marshall Henry seconded the motion. The minutes were approved by a majority vote of the board members present, with Troy Mears, Peggy Faber, Marshall Henry, Hong Dao, Holly Polivka and Gordon Kunkle voting yes. 3. Comments from the audience: Doug Vorwaller, Toraj Khavari, Tom Kerrigan, Leon Paul and Neal Brown asked the board to consider the acquisition of a parcel on Bull Mountain for a community park. Mr. Brown also provided a letter from Julie Russell indicating her support of this property. The letter is on file in the PRAB record. Glenna Thompson and Pamela Sigler asked the board to consider the acquisition of the Fields property for a community park. 4. Bond Measure Update: Steve Duh provided handouts detailing the parks bond progress and the East Butte Heritage Park Master Plan. These handouts are on file in the PRAB record. Gordon Kunkle seconded the motion. The motion was approved by unanimous vote of the board members present with Troy Mears, Peggy Faber, Hong Dao, Holly Polivka, Marshall Henry and Gordon Kunkle voting yes. 5. Presentation on the Formation of a Recreational Steering Committee — City Councilor Marc Woodard: Councilor Woodard provided handouts detailing the need for a Tigard Recreation Steering Committee (RECSC) formation. These handouts are on file in the PRAB record. The board will continue to have future discussions regarding the creation of a Recreational Steering Committee. 6. Non-agenda items: None 7. EXECUTIVE SESSION: At 8:23 p.m., Troy Mears announced that the PRAB went into Executive Session and read the following: The Tigard Park and Recreation Advisory Board would go into Executive Session to discuss potential property transactions under ORS 192.660 (2) (e). All discussions are confidential and those present may disclose nothing from the Session. Representatives of the news media are allowed to attend Executive Sessions, as provided by ORS 192.660(4), but must not disclose any information discussed. No Executive Session may be held for the purpose of taking any final action or making any final decision. Executive Sessions are closed to the public. At 9:13 p.m. the PRAB adjourned from the Executive Session. 8.
