Parks & Recreation Advisory Board Minutes
TIGARD
MEETING DATE: June 13, 2011 7 — 8:30 p.m.
MEETING LOCATION: Brown Auditorium, Public Works Building, 8777 SW Burnham St.
The purpose of the Parks and Recreation Advisory Board is to advise and advocate
for park and recreation opportunities for a growing Tigard.
1. Roll Call: At 7 p.m. the meeting was called to order by Chairman Troy Mears
Members Present: Brian Davies, Troy Mears, Peggy Faber, Hong Dao, Marshall Henry,
Gordon Kunkle, Holly Polivka, Gary Romans, Dave Brown.
Members Absent: Barry Albertson
Staff Present: Steve Martin, Brian Rager, Martin McKnight, Renee' Ferguson, Steve Duh
Council: Marc Woodard
Audience: Linli Pao, Neal Brown, Lisa Hamilton
2. Approval of minutes: May 9, 2011:
Steve Martin requested an amendment to the minutes. In the third paragraph of item #4, he
suggested the first sentence of the paragraph should read:
"Hong Dao moved to recommend the prioritized project list be adopted by the Tigard City
Council."
Marshall Henry moved to approve the meeting minutes as amended. Hong Dao seconded the
motion. The minutes were approved by a majority vote of the board members present, with
Troy Mears, Brian Davies, Peggy Faber, Marshall Henry, Hong Dao and Gordon Kunkle
voting yes. Holly Polivka abstains.
3. Comments from the audience:
Linli Pao, a member of the City Center Advisory Commission (CCAC), summarized a handout
that was distributed to the PRAB members. This handout is on file in the PRAB record.
Neal Brown asked the board to consider the acquisition of an eight-acre parcel on Bull Mountain.
Mr. Brown collected 250 signatures in support of a community park in that area.

4. Bond Measure Update:
Steve Duh provided handouts detailing the estimated project schedules for improvements to
Jack Park, East Butte Heritage Park, Potso Dog Park, Fanno Creek House and Summer Creek.
These handouts are on file in the PRAB record.
Holly Polivka moved to recommend that the Tigard City Council approve the contract to have
Mr. Duh serve as the parks program manager. Marshall Henry seconded the motion. The
motion was approved by unanimous vote of the board members present with Troy Mears,
Brian Davies, Peggy Faber, Hong Dao, Holly Polivka, Marshall Henry and Gordon Kunkle
voting yes.
5. Non- agenda items:
According to the new PRAB bylaws, there is not a provision for a co-chair and Holly Polivka
was nominated and elected to that position in December. In line with the PRAB bylaws, Brian
Davies moved to appoint Holly Polivka as the PRAB vice-chairman. Hong Dao seconded the
motion. The motion was approved by unanimous vote of the board members present with
Troy Mears, Peggy Faber, Marshall Henry, Holly Polivka, Hong Dao, Brian Davies and
Gordon Kunkle voting yes.
6. Executive Session:
At 7:52 p.m., Troy Mears announced that the PRAB went into Executive Session and read the
following:
The Tigard Park and Recreation Advisory Board would go into Executive Session to discuss
potential property transactions under ORS 192.660 (2) (h). All discussions are confidential and
those present may disclose nothing from the Session. Representatives of the news media are
allowed to attend Executive Sessions, as provided by ORS 192.660(4), but must not disclose
any information discussed. No Executive Session may be held for the purpose of taking any
final action or making any final decision. Executive Sessions are closed to the public.
At 8:22 p.m. the PRAB adjourned from the Executive Session.

July 11, 2011 at 7 p.m.
