! Parks & Recreation Advisory Board Minutes
MEETING DATE: May 9 7 — 8:30 p.m.
MEETING LOCATION: Brown Auditorium, Public Works Building, 8777 SW Burnham St.
The purpose of the Parks and Recreation Advisory Board is to advise and advocate
for park and recreation opportunities for a growing Tigard.
1. Roll Call: At 7 p.m. the meeting was called to order by Chairman, Troy Mears
Members Present: Brian Davies, Troy Mears, Peggy Faber, Hong Dao, Marshall Henry,
Gordon Kunkle, Gary Romans, Dave Brown.
Members Absent: Holly Pohvka
Staff Present: Steve Martin, Brian Rager, Martin McKnight, Renee' Ferguson, Duane
Roberts
Council: Marc Woodard
Audience: Linli Pao, Henry Schmidt
2. Approval of minutes: April 11, 2011:
Hong Dao motioned to approve the April 11, 2011 minutes. Peggy Faber seconded the
motion. The minutes were approved by unanimous vote of the board members
present, with Troy Mears, Brian Davies, Marshall Henry and Gordon Kunkle voting
yes.
3. Comments from the audience:
Citizen presentations of properties that are available for consideration and recommendations for
purchase by the PRAB:
• Nine- acre parcel that is located on Hall Boulevard.
• A 1.4 -acre parcel that is located north of Highway 217 and Pacific Highway.
• Two-acre wetland that is located off Walnut Street and Blue Heron Place.
4. Greenway Trails Master Plan:
Duane Roberts briefly discussed the Greenway Trails Master Plan and suggested further study
to the underserved areas, including the Washington Square loop trail.
Brian Davies made a motion to recommend the acceptance of the Greenway Trails
Master Plan with further study to underserved areas, including the greenway alignment
of the Washington Square trail. Hong Dao seconded the motion. The motion was

approved by unanimous vote of the board members present, with Troy Mears, Peggy
Faber, Marshall Henry and Gordon Kunkle voting yes.
Hong Dao made a motion to recommend the prioritized project list to the Tigard City
Council. Marshall Henry seconded the motion. The motion was approved by
unanimous vote of the board members present, with Troy Mears, Peggy Faber, Brian
Davies and Gordon Kunkle voting yes.
5. Bond Measure Update:
Steve Martin provided an update on the Parks Bond Measure and reported:
• A celebration for the purchase of the Sunrise property will be Wednesday, May 18 at 5:30
p.m.
• City council held a study session on May 10 and discussed the various duties that will be
assigned to the Project Manager. A contract Planner will be hired to begin the Fanno
Creek House conditional use project.
• The board agreed to accept the Parks Capital Improvement Plan for the 2011-12 budget
year.
6. Non- agenda items:
PRAB members will view the citizens suggested properties in small groups on either June 4 and
June 11.
