02/22/2011 - Minutes City of Tigard Parks & Recreation Advisory Board Minutes TIGARD MEETING DATE: February 22, 2011 MEETING LOCATION: Public Works, 8777 SW Burnham St., Tigard, OR 97223 The purpose of the Parks and Recreation Advisory is to advise and advocate for park and recreation opportunities for a growing Tigard. 1. Roll Call: At 7:01 p.m. the meeting was called to order by Chair,Troy Mears. Members Present: Hong Dao,Peggy Faber,Marshall Henry,Brian Davies,Holly Polivka,Troy Mears Staff Present: Steve Martin,Martin McKnight, Renee' Ferguson Council: None Audience: Vic Sagers, Henry Schmidt,Mollie Cleveland, Gordon Kunkle, Glenna Thompson,Julie Leshuga,Tim McGilvrey. 2. Approval of Minutes—January 18, 2011: Brian Davies moves to approve the minutes. Holly Polivka seconds the motion. Motion passes. 3. Comments from the audience: A citizen made the request to purchase the property behind the library and continue maintaining it as a green space for the preservation of tree growth and habitat. The Board acknowledged that the property mentioned has been recommended before and is under consideration. Two presentations of available property where made to the board for their consideration of neighborhood parks: An eight-acre parcel located off Alpine Crest Way. The area would serve the neighborhood areas of SW Gaarde,between Pacific Highway and SW 121St Avenue. A nine-acre parcel located on SW Hall Boulevard. The property contains 6.8 acres of wetlands. The Board recognized the following deadlines for possible land considerations: Community recommendations will be accepted through the end of the May 9,2011 PRAB meeting for evaluation this spring and summer. Properties will be evaluated in May,June and July. Recommendations will be made during the summer and brought to the September City Council meeting. Greenway Trails Master Plan update: Steve Martin stated that a draft copy of the feasibility study will be emailed out to the board members. There have been mixed reactions from residents that may be impacted by trails in their neighborhood. The anticipated date to present the plan to City Council will be either April or May. It has been requested that the Trail Master Plan Citizen Advisory Committee present the master plan to board members at the March PRAB meeting. 5. Bond Measure Discussion Points: A) Timeline to meet Bond Funding requirements and Tigard Council 2011 Goal#3: "Complete Plans for Park Land Acquisition". A Project Manager will oversee land acquisitions and development. Closing dates for the purchases of Potso Dog Park is planned for March; Summer Creek 2 will be April; Sunrise will be May. B) Website for Bond Funds information. Currently all available bond information is located on the City of Tigard Parks Department web page. Requests for the future website include: list of properties that have been suggested by the public, update on funds to purchase properties, deadlines for the recommendations being made to council, and a Frequently Asked Questions section. C) Accounting of funds to date and overview of funds available. The Capital Improvement Project evaluations (CIP) where generated from the Parks System Master Plan and eligible for funds. i. Discussion on how funds might be allocated—Part One. 1. Development/Improvements Many Capital Improvement Projects where generated from the Park System Master Plan and are eligible for funds. The PRAB has evaluated and prioritized many of these CIP projects. 2. Downtown Park PRAB members will be meeting with the City Center Advisory Commission (CCAC) to discuss the downtown project. The next CCAC meeting is scheduled for March 9,2011. 3. Use of System Development Charges (SDC's) The last update for the System Development Charges study (SDC) was approximately in 2005. SDC funds are generated through the development of new construction and are used towards the growth of parks and recreation. Designated neighborhood parks are not currently eligible for SDC's,but certain percentages of funds can be allocated to community parks,new trails, and green spaces. Oregon State grant program due April 8 This topic will be discussed at the next PRAB meeting. A request was made that an example of grants be provided for the board to review. 6. Non-agenda items A question was raised as to a timeline from the point of purchasing a property to it becoming a useable park. The Board responded that it varies from project to project but usually takes at least 18 months. The PRAB Board is currently accepting applications for an open seat on the board and alternates. 7.
