01/18/2011 - Minutes Fri City of Tigard Parks & Recreation Advisory Board - Minutes MEETING DATE: January 18, 2011 MEETING LOCATION: Public Works, 8777 SW Burnham St., Tigard, OR 97223 The purpose of the Parks and Recreation Advisory is to advise and advocate for park and recreation opportunities for a growing Tigard. 1. Roll Call: At 6:58 p.m. the meeting is called to order by Chair,Jason Rogers Members Present: Holly Polivka,Troy Mears, Hong Dao,Peggy Faber,Brian Davies Staff Present: Steve Martin,Martin McKnight, Renee' Ferguson Council: None Audience: Julie Leshuga,John Frewing, Gary Orehovec, Chris Garsteck,Tim McGilvrey,Monica Smiley 2. Approval of Minutes—December 20,2010: Jason Rogers moves to approve the minutes. Holly Polivka seconds the motion. Motion passes. Brian Davies abstains. 3. Comments from the audience: Julie Lesuga: is a member of several local dog groups which hold performance events, racing, etc., and they are looking for a park large enough to hold the venue. The group is willing to pay for the use of the site. They are two and three-day events that draws competitors from Canada,Washington,Arizona and California. She is asking for consideration of a property that would also accommodate such events. Brian Davies asks what type of equipment and what size of field they are looking for. Julie Lesuga replied that depending on the breed, 200-400 yards would be ideal and the clubs would provide their own equipment. Troy Mears asked if they are looking for an open field. Julie Lesuga replied that a fenced area would be ideal. Peggy Faber asked how many people attend the event. Julie Lesuga replied that during the last event, the show had 70 dogs and approximately 15-20 vehicles. John Frewing: while in the process of taking in nominations for open space acquisitions,he would like to see the Board collect the full list of properties before recommending any options. He is interested the natural area sites and would like to see the list of properties on the list. During that time came across twelve people with at least fifteen dogs, and not one dog was on a leash. Steve Martin responded that having dogs on a leash is a Washington County ordinance. John Frewing commented that there should be some acquisitions that are designated for natural purposes for wildlife and have it fenced off to keep people and dogs out of the area. Jason Rogers responded that releasing any information of properties being considered would have to be deferred to the City and the Board needs to follow the regulations on releasing any information to the public. The Board is evaluating all properties. Gary Orehovec: supports a proposed acquisition to make a wildlife area in the area of 76th and north of Durham. Jason Rogers did acknowledge that the Board is looking into that property. A citizen in the crowd acknowledged that 49 species of birds and various wildlife have been observed in that area. Troy Mears asked Steve Martin in regards to the proposed extension of the Fanno Creek Trail and wanted to know if the trail ran parallel to the mentioned property. Steve Martin responded that if the trail went through the green spaces,it would run through the property. If it runs along the road,which is the most likely in the area due to the lowland, the property is still of interest, due to the green space. John Frewing inquired on which side the trail would run on, east or west. Steve Martin replied that there are proposals for both sides and that with the area being low, the trail may end up near the road. Chris Garsteck: a member of the Tigard Dog Park Committee questioned on how to be informed on the process of purchasing Potso Dog Park;what are the next steps;what else can be done to move the process along. Steve Martin replied by offering to send out updates on the public information. The only information at this time that he could offer was the TPL has reached an agreement with the owner of the property and the Trust for Public Land does have the option to buy the land. Tim McGilvrey: inquired to the parcel of land that borders North Dakota near WES tracks and on the East side of Fanno Creek and wanted to know if there would be any development going on in that area and enjoys the wildlife habitat and the refuge at Fanno Creek. He also sits in as a citizen on the Pedestrian—Bicycle Subcommittee for the Tigard Transportation Advisory Board and noted that the Board has discussed putting together walking programs in the area. Monica Smiley: Director of Tualatin Riverkeepers brought up the Nature Education Program at the Summer Creek site. The concept of the program is to teach children about nature awareness and exploring natural areas. PARKS & RECREATION ADVISORY BOARD Minutes —January 18, 2011 City of Tigard 1 13125 SW Hall Blvd.,Tigard,OR 97223 1 503-639-4171 1 www.tigard-or.gov I Page 2 of 3 The program was developed to have 500 school aged children in the first year from the children in Beaverton, Tigard-Tualatin School District and Southwest Portland to travel to Cook Park to explore the natural areas and rotating through modules guided by trained naturalists to learn about different native plants and animal tracking. Along with the school field trips, the program plans to have a three weeks of nature day camp for 15 children for each session. The three week programs are scheduled to run from late March through the beginning of June along with a summer camp starting in June through August. Included in this will be a fall camp. Brian Davies inquired as to the age group the programs are targeting. Monica Smiley responded that they target the younger children, but that all the modules are appropriate for all ages to participate in. 4. Bond Measure Discussion Points. A) Review of the Joint Meeting with Council in December Troy Mears,Jason Rogers,Peggy Faber and Holly Pohvka met with Council in December and recommended that$195,000 to be authorized as a match towards the extension of Fanno Creek between Woodard Park and Grant Street. B) PRAB discussion on process for evaluating properties and process for recommending projects and properties that should be eligible for bond funding. L Field trips, City staff roles in collecting information. ii. Timeline and target dates. The motion was made to extend the first round of citizen recommendations on the properties until the closing of the May PRAB meeting;have the evaluation process in June and July;PRAB will make their recommendations to the City Council in July. Hong Dao seconds the motion. Motion passes. Jason Rogers abstains. Overview of funds committed and funds available. L Discussion on how funds might be allocated by the PRAB. Bond Measure was passed at$17M and the land acquisition is at least 80% of the funds, and approximately$9M committed to date. The funds have been broken down into: $2M for Summer Creek 1; $1.4 for Summer Creek 2; $5M for Sunrise; $600,000 for Potso—which has not been committed by Council yet. Also included is up to $1.7M allocated for the downtown park land. 5. Non-agenda items The PRAB committee would like to meet with the Downtown Committee to hear their recommendations for land. The Board agreed to change the meeting date and place for the PRAB to the second Monday of the month and it will be held in the conference room at the Tigard library. This change will go into effect in April. The motion was made to add citizen input into the criteria when evaluating potential properties. Hong Dao seconds the motion. Motion passes. Jason Rogers abstains. 6. PRAB goes into Executive Session. 8:28 p.m. meeting adjourns.
