11/15/2010 - Minutes City of Tigard r r Parks & Recreation Advisory Board - Minutes MEETING DATE: November 15, 2010 7:00 PM MEETING LOCATION: Public Works Building, 8777 SW Burnham, Tigard, OR 97223 The purpose of the Parks and Recreation Advisory is to advise and advocate for park and recreation opportunities for a growing Tigard. 1. Roll Call: At 7:00 p.m. the meeting is called to order by Chair Jason Rogers. Members Present: Brian Davies Jason Rogers,Troy Mears,Holly Polivka,Marshall Henry City Council: Marland Henderson Audience: Marc Woodard,Valerie Grey,Myra—unable to decipher last name on recording of meeting, did not sign up to speak. Staff Present: Steve Martin,Martin McKnight 2. Approval of Minutes: Brian Davies moves to approve the minutes and Troy Mears seconds the motion. Motion passes. Holly Polivka abstains. 3. Comments from Audience: Myra congratulates the PRAB on the passage of the bond measure and encourages the PRAB to consider acquiring a property in southwest Tigard. She believes that the property could be a bird sanctuary and provide good riparian zone,wildlife habitat and fulfill the need for a neighborhood park. Staff replies that the property will be added to the list and the PRAB will be considering a list of properties using the Park System Master Plan as a guide. Valerie Grey asks the PRAB whether a special use park with a bird sanctuary and environmental center might be higher priority than other properties.Jason Rogers says that the property may fall into the open space or natural area category of the Master Plan.Jason Rogers advises Valerie and Myra to keep attending meetings. Troy Mears mentions that unique properties may be more likely to attract a grant. 4. Continuation of Capital Improvement Projects Ranking: Jason Rogers asks PRAB members to turn in their CIP rankings and top five projects. 5. Bond Measure Discussion: a. Role of the PRAB b. Steve says that the Council is requesting input on its goals from advisory boards,including the PRAB. Steve says that next month the PRAB is scheduled to discuss more specifics on use of bond funds and mentions that there may be a 3 year timeline in which to spend the money. Steve says that there are still a couple properties that will be brought to the Council that the PRAB recommended in October and in January and February the PRAB will start prioritizing properties. Jason Rogers requests the 5 point rating form to be available at the next meeting. Councilor Marland Henderson says that the Council goal setting meeting is set for December 29. He emphasizes that appointed boards submit goals to the Council- PRAB's goals will be especially important since the bond measure passed. Councilor Henderson notes that much of the responsibility for spending the bond measure money wisely is given to the PRAB. Council Henderson compliments the PRAB for its effective work and knowledge and he reminds the board that Council will be looking to it for input. He says, "the sooner the better"regarding a list of projects that the PRAB endorses. Jason Rogers says that he understands that the property list and Capital Improvements List need to be forwarded to Council;he asks Councilor Henderson to let the PRAB know if more information is needed. Jason Rogers believes that the PRAB should be active in communicating its intentions to the community. He says that there is a lot of responsibility now given to the PRAB and that the Parks System Master Plan will be the guide for decision making. Troy Mears suggests using the City website as a communication tool. Councilor Marland Henderson suggests using League of Oregon Cities land acquisition guidelines to shape Tigard's rules. With certain land acquisition rules in place, Councilor Henderson says that private/public partnerships and other arrangements may be used to leverage more money. 6. PRAB Goals for 2011 The PRAB reviews the 2010 goals: 1. Actively pursue 2010 bond measure. 2. Re-evaluate available land/properties for potential purchase as they relate to parks and land acquisition. 3. Pursue a coordinated city activity calendar to include recreation and other city sponsored events. The Prab discusses 2011 goals and establishes a draft of goals to be voted on at the next meeting. 1. Inventory and evaluate current park amenities—make recommendations. 4. Evaluate interest and ability of City of Tigard to create community gardens. 5. Research and evaluate alternative funding sources for 2011 and beyond. 7. Discussion of PRAB Officers for December Meeting: The PRAB discusses December election for new Board Chair and limits of terms. The Mayor's interview panel will be interviewing a candidate to fill the vacant PRAB seat.
