07/19/2010 - Minutes City of Tigard r r Parks & Recreation Advisory Board - Minutes MEETING DATE: July 19, 2010 7:00 PM MEETING LOCATION: Public Works Building, 8777 SW Burnham, Tigard, OR 97223 The purpose of the Parks and Recreation Advisory is to advise and advocate for park and recreation opportunities for a growing Tigard. 1. Roll Call: At 7:00 p.m. the meeting is called to order by Chair Jason Rogers. Members Present: Hong Dao,Brian Davies,Troy Mears,Jason Rogers, Holly Polivka, Kim Leinberger Audience: Marshall Henry, Kriss Wright,Marc Woodard Staff Present: Steve Martin,Martin McKnight 2. Approval of Minutes: Brian Davies makes a motion to approve the June 21 minutes with the following corrections: (Kim Lemberger brings forth a motion to approve Councilor Henderson's$5 million bond proposal and Troy Mears adds a second. Motion passes with 4yes votes 1 no vote and 1 abstention.) Motion is seconded and passes unanimously. 3. Comments from the audience: none 4. Bond Measure Discussion: a. Update from Council Meeting on July 13, 2010. Steve says Council meeting on July 13 went well. Jason Rogers concurs and notes that Council had some discussion on$15 million or$17 million. b. Further Refinement of Parks and Open Space needs A draft of the caption, question and summary of the bond measure is distributed. Jason Rogers will attend a study session and meeting with Council on July 27 to make the formal bond measure recommendation. Jason says that an article about the bond measure ran in the Tigard Times. He also notes that he and Steve Martin were both interviewed by the Oregonian regarding the bond measure and expects to see something published soon. Jason Rogers notes that the Council passed on an additional$5 million proposal. Steve Martin says that there is a lot of work being done in City owned green spaces directed towards clean water in streams and therefore the language about water quality in the bond measure. Troy Mears thinks that it is a good idea to work with Tualatin Riverkeepers and believes there is opportunity for state grants. Jason Rogers believes that the next step will be to publicize the measure. The PRAB discusses community outreach and the PRAB role, and Steve Martin tells the Board that he will forward the legal guidelines. Jason suggests a discussion of the rules to take place at the next meeting. c. Recommendations The Board discusses and lists priority projects that may be possible if the bond measure were to pass. Some of the possible projects are: Senn Park, Heritage Park,Jack Park Bridge and athletic field development. Jason Rogers asks the Board to brainstorm before the September meeting to come up with more ideas of projects that could be presented to and easily identified by the public. d. Future Meetings The PRAB will not meet in August. Next meeting will be in September. 5. Executive Session—none 6. Non-agenda Items—Steve Martin talks about changes in the municipal code rules and procedures. There is a short discussion on online parks reservations. Steve says that unlike the now discontinued room reservations, the parks reservations are still intact and doing well. Steve then distributes the rules and procedures.
