Parks & Recreation Advisory Board - Minutes
MEETING DATE: June 21, 2010 7:00 PM
MEETING LOCATION: Public Works Building, 8777 SW Burnham, Tigard, OR 97223
The purpose of the Parks and Recreation Advisory is to advise and advocate
for park and recreation opportunities for a growing Tigard.
1. RollCall: At 7:01 P.M. the meeting is called to order by Chair Jason Rogers.

2. Approval of Minutes—May 17, 2010 Meeting and June 1, 2010 Workshop
Holly Polivka notes that the meeting location listed on the June 1, 2010 minutes should be the Tigard Library,
not Tigard Public Works. Troy Mears makes a motion to approve the minutes,including the change in the
listed location. Hong Dao seconds the motion. The minutes are approved with Kim Leinberger and Brian
Davies abstaining.
Brian Davies makes a motion to approve the May 17, 2010 minutes. Troy Mears seconds the motion. The
motion passes. Kim Leinberger abstains.

4. Bond Measure Discussion: The board discusses the Council Meeting June 15, 2010. Various PRAB
members agree that the Council emphasized its desire for land acquisition to be the largest emphasis of any
parks bond proposal. The PRAB discusses concerns that acquiring land without money to develop parks, trails,
etc. on the purchased land may not be in the best interest of the City. Holly Polivka says that Mayor Dirksen
discussed using a $20 million figure and subtracting$3 million to represent grants already attained by the City,
leaving$17 million as the figure to be pursued in a bond measure. Steve Martin mentions that there are $2
million in SDC's available that could be used depending on the percentage of money used for purchasing land.
Steve says that smaller grants for things such as playgrounds and restrooms are easier to attain;larger grants
continue to be much harder to receive.

Jason Rogers initiates discussion about who the "gatekeeper" of bond funds would beThe PRAB talks about
advantages of getting TPL to secure options on certain properties.
The Board debates merging the "Development" and "Improvement" portions of its proposal to account for
20% of the bond. 80%would be left for land acquisition.
There is more discussion about an overall goal of getting something substantial passed, establishing a track
record,marketing success, avoiding land acquisition minus development, creating momentum and possible
pitfalls of successive failed bond measures.
Councilor Henderson tells PRAB members to come up with a proposal that they are comfortable with.
Troy Mears would like verbiage about the pursuit of grants and leveraging of funds needs to be included in
bond measure language.
The PRAB moves into dialogue about dividing money throughout the City. Troy Mears proposes a simple
dividing line of Pacific Highway. The PRAB notes that the Master Plan language calls for Tigard citizens to be
within 1/2 mile of a park.
The Board talks about a$17 million bond with 10% or$1.7 million going to downtown park acquisition, $2.5
million set aside for Fowler acquisition and 20% or$3.4 million for development and improvements leaving
$9.4 million for more acquisition. The Board then asks Steve Martin for rough cost estimates per acre of
developable and non-developable lands. Steve Martin and Troy Mears believe that developable land may run
from $250,000 - $400,000 per acre while non-developable land per acre may be $125,000 per acre.
There is a motion by Holly Polivka to approve the following: A parks bond of$17 million should be
referred to voters. If approved, 80% of the $17 million will be used to acquire land which shall include $2.5
million for acquiring the Fowler Property and$1.7 million or 10% for acquiring park land in the Tigard
Downtown District. $3.4 million or 20% of$17 million will be used to develop or improve existing or new
parks. The goal of passing the bond shall be to work toward the Tigard Parks Master Plan guideline of having
parks within 1/2 mile of Tigard citizens and to leverage more money for land acquisition and development
through grants.
Troy Mears seconds the motion.
Motion passes.
Marland Henderson proposes a second bond measure for $5 million dollars to be dedicated to acquiring park
properties in unincorporated areas adjacent to Tigard. The areas would include Durham,Metzger,West Bull
Mountain, and various unincorporated islands. The passage of the second ($5 mill.) bond measure would be
contingent upon the passage of the first ($17 mill.)
Kim Leinberger makes a motion to support Councilor Henderson's proposal. Troy Mears seconds the motion.
The PRAB debates the $5 million proposal and passes support of the proposal with 4 yes votes, 1 no vote and
abstention.
It is noted that the PRAB will be attending the Council Study Session on July 13, 2010.
