04/20/2009 - Minutes City of Tigard r r Parks & Recreation Advisory Board - Minutes MEETING DATE: April 20, 2009 7:00 PM— 8:00 PM MEETING LOCATION: Public Works Building, 8777 SW Burnham, Tigard, OR 97223 The purpose of the Parks and Recreation Advisory is to advise and advocate for park and recreation opportunities for a growing Tigard. 1. RollCall: At 7:00 p.m. the meeting was called to order by Chair Jason Rogers. Members Present: Brian Davies, Kim Leinberger,Jason Rogers,Trisha Swanson, Scott Bernhard Audience: Holly Polivka,Bartley,Vergara,Dacey Staff Present: Steve Martin,Martin McKnight 2. Comments from the audience. No comments. 3. Approval of Minutes—March 16, 2009 Brian Davies made a motion to approve the minutes, and the motion was seconded by Kim Leinberger .. Motion passed unanimously. 4. Parks Master Plan Status and Timeline A) May Draft to PRAB - Ryan Mottau from MIG will attend the next PRAB meeting. PRAB will receive the first draft of Parks Master Plan. B)June presentation to City Council—joint meeting PRAB/Council on June 16 C) Parks Master Plan will go before council for approval. 5. Recreation Inventory and Gap Analysis Members of PRAB to individually explore what city sponsored recreation activities are taking place already. The ongoing exploration will provide the necessary information to compose a"white paper" to present to council regarding the need for coordination of recreation activities. Parks Master Plan will include a recreation piece and gap analysis. 6. Park Updates A) Senn Park—First public meeting held. Received comments on plantings,playgrounds, shelter, garbage cans, etc. It was suggested at the meeting that two park plan options should be developed—one with a higher price tag and one with a lower price tag. Steve Martin will check into the possibility B) Price Park—Opening in June. Park was hydro-seeded recently. The Water Department will be the primary division in organizing the grand opening. The ceremony will not be a large public gathering because of lack of parking. C) Community Garden—Water lines are installed, trails between plots are established and fencing and gardening soil will be brought in during the last week of April. D) Fanno Creek Park—CWS thinking of pushing back meander project to another year. Board discussed how the Fanno Creek Project ties in with the Burnham and Downtown projects. E) Cook Park Shelter#1—Insurance company is replacing the shelter this summer. Concrete has been removed. The cause of the fire is undetermined. F) Heritage Park—City Council is planning on having a meeting during which the park will be named. The proposed name is: "East Butte Heritage Park" 7. Land Acquisition—Board Moved to Executive Session. Adjourn: The meeting adjourned at 8:05 PM.
