03/16/2009 - Minutes City of Tigard r r Parks & Recreation Advisory Board - Minutes MEETING DATE: March 16, 2009 7:00 PM— 8:00 PM MEETING LOCATION: Public Works Building, 8777 SW Burnham, Tigard, OR 97223 The purpose of the Parks and Recreation Advisory is to advise and advocate for park and recreation opportunities for a growing Tigard. 1. Roll Call: At 7:00 p.m. the meeting was called to order by Chair Brian Davies. Members Present: Brian Davies, Kim Leinberger,Jason Rogers,Mike Freudenthal,Trisha Swanson Staff Present: Steve Martin, Greg Stout,Martin McKnight 2. Comments from the audience. Sandy Emmett and Jennifer Cohen from Community Garden Committee expressed their approval and excitement for the garden project getting started at 132nd Ave. and Greenfield Drive. Staff member, Greg Stout showed the current garden plan to the PRAB and those in attendance. Stout discussed water, fencing, soil and plot plans. Mr. Stout also explained rules banning radios and power equipment and explained that the garden will be pesticide-free. 3. Approval of Minutes—January 26, 2009 Jason Rogers made a motion to approve the minutes, and the motion was seconded by Kim Leinberger . Motion passed unanimously. 4. Nominations/Elections: Jason Rogers accepted nomination for Chair and was elected unanimously. Brian Davies accepted nomination for Vice Chair and was elected unanimously. 5. PRAB Goals: The PRAB discussed incorporating and modifying goals from 2008. Board members discussed writing a"white paper"to present to the city council to illustrate the need for coordination of recreation activities. The Board also discussed land acquisition and Board Member Swanson requested an update of properties on the acquisitions list. The Board had questions for Steve Martin regarding SDC's and the general fund. Jason Rogers made a motion to approve the 2009 goals and Kim Leinberger seconded the motion. The following goals were approved unanimously: 2009 Goals 1. Actively pursue 2010 bond measure - in pursuit of the measure the board shall: PARKS & RECREATION ADVISORY BOARD Minutes — March 16, 2009 City of Tigard 1 13125 SW Hall Blvd.,Tigard,OR 97223 1 503-639-4171 1 www.tigard-or.gov I Page 1 of 1 o Identify and pursue possible open space/land acquisitions. o Educate, investigate and research the bond measure process. o Identify potential partnerships with entities such as schools, Metro, etc. 2. Completion of Parks System Master Plan 3. Identify current city-funded or sponsored recreation activities and set recommendations for recreation programs in Tigard. 6. Park update from Steve Martin. Parks development at Canterbury, Jack Park and Senn Park may be delayed because of budgets. Planning for the parks will continue. Mr. Martin discussed the partnership with Tualatin Valley Fire and Rescue at the Jack Park site. The fire station provides parking, restroom facilities and meeting room opportunities. The plan at Jack Park also includes a 2-5 year old playground with a possible fire engine theme and a bridge and trail connecting to the existing park site. Price Park, at the new water site on Bull Mountain Road will soon be turned over to the parks department by the project engineer. There are 3 applicants for 2 PRAB positions. Mayor Dirksen, Marlan Henderson—from Tigard City Council and Steve Martin will conduct interviews for the 2 PRAB positions. Solar powered lights are being tried at city entryway signs. Similar lighting will be installed at the Fanno Creek House and may eventually be installed at particular park sites that are problem areas for policing. 7. PRAB Member Discussion. Members and staff discussed Fanno Creek erosion near North Dakota and Colony Creek and the re-routing of Fanno Creek as part of the Downtown Improvement Plan. The board and staff also had more discussion regarding a 2010 bond measure and the possibility of establishing a community garden at Summerlake Park. Adjourn: The meeting adjourned at 8:00 PM.
