11/17/2008 - Minutes City of Tigard - Parks & Recreation Advisory Board Minutes MEETING DATE: November 17th 2008 7:00 p.m. MEETING LOCATION: Public Works Building, 8777 SW Burnham, Tigard, OR 97223 The purpose of the Parks and Recreation Advisory is to advise and advocate for park and recreation opportunities for a growing Tigard. 1. Roll Call at 7:01p.m. Present: Michael Freudenthal, Kim Leinberger, Brian Davies, Scott Bernhard,Trisha Swanson Staff— Steve Martin, Greg Stout Absent: Jason Ashley, Barry Albertson,Jason Rodgers 2. Comments from the audience: None. 3. Approval of Minutes: Mr. Freudenthal made a motion to approve the October 13th minutes as presented and Mr. Bernhard seconded the motion. Motion passed unanimously. 4. Change or PRAB meeting dates: Meetings will tentatively be moved to the 41h Monday of January and February due to holidays that fall on both those Mondays. Steve Martin will check on room availability. 5. Fanno Creek: Phil Nachbar with City Of Tigard worked to retain a firm to plan and engineer the lower section of Fanno Creek which is from Hall St. to Ash St. All bridges'will need to revamped or realigned starting at A-Boy. Construction will need to be done during the "fish window"which is sometime between July and October. Permits could take as long as three to six months. 6. Park up date from Mr. Martin: a. The police department is spear heading exclusion policy for the City to keep problem people from immediately returning to City facilities. Steve is working on signage for City sites. The City is trying to establish its first community garden. It would be located at Greenfield and 132nd St. and planned with feedback from the neighborhood. Garden site will be published in the Tigard Cityscape. c. Jason Ashley has asked to resign from the Park and Recreation Board. No official date has been set. Steve is working on the official resignation. d. Schaltz House is in the budget process for the landscaping and is going to Council for official naming. e. Steve gave a quick update on the layoffs at the City last week. 7. MIG update: Ryan is still trying to get more information from the School District on total numbers of fields and acreages. Ryan will attend the December 22nd meeting for a presentation to the board. Park Master plan might be a bit behind for its completion date. 8. From the Meeting with Council: a. The board stated that the meeting with Council went well. Council was supportive of their presentations on the park and recreation survey, and the bond measure proposal for land acquisition. b. Bond Measure Issues: Board said they felt that the timing of the bond measure could be good. Board thought it might it be a good idea to find someone with more expertise in bond measures to help them prepare a presentation. No motion made but all seemed to think it was a good idea. c. In closing, the Board was interested in the costs of some programs that the City is currently providing. They also want to help find a permanent home for the Farmers Market.
