10/13/2008 - Minutes 7 City of Tigard Parks & Recreation Advisory Board minutes MEETING DATE: October 13, 2008 7:00 p.m. MEETING LOCATION: Public Works Building, 8777 SW Burnham, Tigard, OR 97223 The purpose of the Parks and Recreation Advisory is to advise and advocate for park and recreation opportunities for a growing Tigard. 1. Roll Call at 7:00 pm Present: Brian Davies, Scott Bernhard,Jason Rogers,Michael Freudenthal, Trisha Swanson (7:09 pm), Barry Albertson (7:45 pm) Absent: Kim Leinberger,Jason Ashley 2. Comments from the audience N/A 3. Approval of Minutes: September 8, 2008 Mr. Davies made a motion to approve the September 8, 2009 minutes as presented and Mr. Freudenthal seconded the motion. The motion passed unanimously. 4. Updates—Mr. Martin made the following updates: A. Greg Stout,Acting Park Supervisor will start attending Board meetings in November B. Dan's retirement party is scheduled for October 29, from 3-5 pm C. Price Park development is moving ahead nicely. Concrete will be poured soon and the various plaques will be installed soon. D. Developer plans to plant trees at Englewood Park and near Cook Park as a part of a mitigation program. The trees will be larger and can be planted cheaper than the City could do the planting. Summer maintenance is part of the work. E. There are plans to update the Tigard Municipal Code to reflect changes in facility reservations. The proposed changes will be presented to the PRAB in the future. F. Coyote's have been a point of interest that past few weeks. The City does not manage native wildlife. This is the responsibility of USDA. If coyote's are trapped they must be killed. The USDA has told Steve that they would like to trap and kill but Steve said that this will be the City's call. Skate Park: the use has been high and the management of the park has gone nicely. There has only been one incident of graffiti. Dreamland continues to make repairs in a very timely manner. H. Jason Rogers asked for an update about the wetland mitigation going on near Summer Lake Park. Steve told him that it is a CWS wetland mitigation project related to the WES rail project in Tigard. Some residents are concerned about weeds coming from the city land on to their land. Steve said that he would look into this situation. I. Barry Albertson gave the Board a brief update regarding the upcoming TTSD bond measure. It is a local option tax totaling around $7M which is not new revenue but a continuation of a current levy. If it fails 81 teachers may be terminated and the reading program will be at risk of being terminated or reduced. Class sizes are still too high. 5. Change of PRAB meeting date: The Board decided to move their meeting date to the 3rd Monday of each month beginning with the November 17 meeting. 6. Topics for joint meeting with Council on October 21, 2008 at 6:30 pm. The agenda will be as stated in the Agenda Item Summary as follows: Land Acquisition Bond Measure in 2010 (Michael) Two documents, the Park System Master Plan (PSMP) and Park System Development Charges (SDC) Methodology Update, will help decision makers determine whether they would like to put a bond measure before the voters in 2010. The PSMP will be completed in late 2008 or early 2009. The methodology update is slated for 2009 and will determine if park SDC fees need to be adjusted and how SDC funds can be appropriated. Responses to the 2008 Park and Recreation Needs Assessment Survey (Scott) Data from the 2008 telephone survey and questionnaire will be reviewed and compared to responses received in 2004. In 2008, just over 71 percent of phone survey respondents expressed support for the creation of a City recreation division. The PRAB's Activities (Brian) The Board will update the Council on its activities since the PRAB and the Council last met. Steve promised to forward to the PRAB a draft Park System Master Plan Update memo that was sent earlier that afternoon from MIG. It contains the latest summary of the PSMP data collected. 7.
