08/11/2008 - Minutes City of Tigard Parks & Recreation Advisory Board — Minutes MEETING DATE: August 11, 2008 7:00 — 8:30 p.m. MEETING LOCATION: Public Works Building, 8777 SW Burnham, Tigard, OR 97223 The purpose of the Parks and Recreation Advisory is to advise and advocate for park and recreation opportunities for a growing Tigard. 1. Roll Call: Members in attendance were: Kim Leinberger,Jason Ashley, Mike Freudenthal, Brian Davies, Trisha Swanson and Jason Rogers. Staff in attendance Were: Steve Martin, Dan Plaza and Dennis Koellermeier. 2. Comments from the audience: There were none. 3. Approval of Minutes —July 14, 2008 Kim Leinberger moved and Brian Davies seconded the motion to approve the July 14, 2008 minutes as presented. Motion approved unanimously. 4. Topics for joint meeting with Council planned for September 16, 2008. After a brief discussion the Board proposed the following three items to be discussed with the Council. - 2010 Land Acquisition Bond Measure (Mike and Brian will lead this discussion) - Implementation of a Recreation Program. Data from the 2008 telephone survey and questionnaire will be reviewed with the Council. Update on Park System Master Plan Dan Plaza gave a brief update on the Park System Master Plan update process. He reported that the telephone survey and the questionnaire analysis have been completed and reports have been submitted to the staff and PRAB. The survey has been posted on the City's webpage and the questionnaire will be posted soon. The next major event will be the Community Visioning Workshop to be conducted on September 8, 2008. The workshop will focus on the findings from the survey and the questionnaire and will primarily focus on recreation and parks in Tigard. After the workshop the consultant will begin working on the PSMP section dealing with land acquisition. And, finally the consultant will prepare a draft PSMP document for staff, Board, and Council review and adoption. 6. Land acquisition update — Executive session The Board went into executive session to hear a presentation by Dennis Koellermeier. 7. Trisha Swanson asked Steve about the status of a trail segment off of Ascension Street on Bull Mountain. Steve reported that the trail in question is not, at the present time, a completed city trail. It is being worked on by private citizens. City staff is assisting as well as some Boy Scouts. Once the trail is deemed safe to use warning signs will be removed. 8. Mike Freudenthal gave a brief report on the West Bull Mountain process. He reported that the committee has completed the Community Layout Plan which addresses density, facilities, schools, trials, future park and recreation provider, etc. What's next is the approval of the plan. The area will, more than likely, remain in unincorporated Washington County. 9. Dennis Koellermeier reported to the Board that the City is currently working on an exclusionary policy that would allow the City to exclude people from City facilities who misuse or abuse City facilities. He also reported that the City will soon begin a process to name the recently purchased Schaltz House. 10.
