03/10/2008 - Minutes City of Tigard - " Parks & Recreation Advisory Board . ,�9 Minutes of March 10, 2008 Meeting held at the Public Works Building, 8777 SW Burnham Street,Tigard, Oregon Members Present: Brian Davies, Michael Freudenthal, Scott Bernhard, Kim Leinberger,Jason Rogers,Jason Ashley, Trisha Swanson Members Absent: Holly Bethbridge and Barry Albertson Visitors:John Frewing 1. Roll Call and Introductions: At 7:00 p.m. the meeting was called to order by Vice Chair Swanson 2. Comments from the audience: Mr. Frewing addressed the Board about two issues. First he asked the Board to advocate against a Fanno Creek Trail crossing on Hall Blvd with a short trail and bridge on Fanno Creek Park north of the Library. He felt that there could be another route from the Senior Center, south of the creek along the recently purchased property by the City (Shaltz property) and then south along Hall Blvd. Secondly, Mr. Frewing suggested that the Fanno Creek Trail segment from Bonita Road along 74ffi Street to Durham Road should run along the railroad tracks, and if that is not possible then the City should look into negotiating with property owners to obtain wetlands where the trail could meander to Durham Road. The Board told Mr. Frewing that his ideas would probably be explored in the upcoming Park System Master Plan process. 3. Approval of minutes — February 11, 2008 Mr. Rogers made a motion to approve the February 11, 2008 minutes as presented. Mr. Bernhard seconded the motion. The motion was approved by Mr. Bernhard, Mr. Rogers, Ms. Swanson and Ms. Leinberger. Mr. Ashley and Mr. Freudenthal abstained. Election of new Chair and Vice Chair: Mr. Freudenthal nominated Mr. Davies to serve another year as chair. Ms. Leinberger seconded the motion. All Board members voted in favor of the motion. Ms. Leinberger nominated Ms. Swanson to serve another year as the vice chair. Mr. Freudenthal seconded the motion. All Board members voted in favor of the motion. 5. Park System Master Plan — 1" PRAB Meeting Monday, April 14, 2008 The Board was informed of this upcoming meeting. 6. Review 1" Park System Master Plan "Technical Advisory Group" meeting agenda The Board reviewed the agenda for the upcoming meeting on March 13, 2008. The Board asked to be kept apprised of the meetings. 7. Review 1/2-mile "Active" Recreational Park Service Area Map / Price Park Master Plan The map and master plan were presented to the Board. The Board expressed appreciation to the staff for doing a great job in acquiring land and now moving ahead to develop some of the properties. The Board was also very supportive of the Price Park project and the park design. 8. New Ethics Law and how it affects the PRAB: Mr. Martin informed the Board of the new Ethics Law. Although it will not, more than likely, effect the PRAB he felt they should know that board members and staff cannot accept more that $50.00 per year in any form, e.g. lunches, gifts, trips, etc. from any company or person who may be dealing with City. 9.
