06/12/2006 - Minutes Parka & Recreation Advisory Bard Meeting Minutes Monday, June 12, 2006 7 :00 P.M. Tigard Water Auditorium Members Present: Michael Freudenthal, Kelly Johnson, Carl Switzer, Kathy Meads, Brian Davies, Barry Albertson, Trisha Swanson Members Absent: Jason Ashley, Shelly. Richards, Scott Bernhard Staff Present: Dan Plaza, Diane Kuhn, Dennis Koellermeier Visitors: Jennifer Price 1 . Roll Call and Introductions At 7:02 p.m. the meeting was called to order by Michael Freudenthal 2. Comments from the audience None 3. Approval of Minutes — May 08, 2006 The May Bch meeting minutes have been tabled until July 10, 2006 meeting . 4. Executive Session : Land Acquisition Update — Dennis Koellermeler The board went into their Executive Session at 7:05 p. m. finishing at 7:22 p. rn. . 5. Complete Recreation Program Update — Jennifer Price Jennifer Price will update us on the complete recreation program. At last month's meeting she gave us a general over-view of the budget and how it was formulated. Her recommendation is to start small, then gradually increase the over all program, and build interest. She itemized classes she found to be successful. One section of the budget is Programming, which lists possible classes and programs. She included information on transportation costs, contact information, wage scale, programmatic needs, policies and procedures. Barry mentioned that he liked the idea of spring break camps and Park and Recreation Advisory Board 1 June 12, 2006 is interested in the cost per child, and hours. The City of Tigard could come up with an Intergovernmental Agreement with the school district, and the school district might supply class rooms. Michael suggested focusing on tangible next steps, working together as a board and putting together what we feel is the right program . It was suggested a recommendation to the Council with the amount of monies needed or possibly a tax increase to the local tax levy in November 2008, needing a single majority. Michael stated that if there are no monies in the general fund, it would extend time lines further than planned. Jennifer talked about the cost of starting up a class. It takes time for programs to pay for themselves. Your realistic expectations are important. Jennifer stated that year after year, the costs go down. Michael stated what we need to do is put together a solid proposal for Council. Jennifer passed a handout of examples of area special events. Kelly asked if hosting events would be acceptable? Jennifer stated that the more contacts you have, the better. Dan stated that Jennifer did a good job, by giving the Board a wide variety of events. Jennifer indicated that when talking with the City of Hillsboro, they found family events and adult sport leagues are very successful. Have one large event each year, then fill in with smaller events. Mike suggested we come to the next meeting with a proposal, focusing on a single event, build on our proposed plan, and look at necessary funding. Kathy advised that we first bring a concept to Council. Brian suggested we have a focus committee, do a draft letter to the Board, and bring to Council. Dan suggested that Mike, Dennis, and Brian meet with Mayor Craig Dirksen before the next meeting. Trisha suggested putting programs that we have to offer on the web page. Dan announced that Jennifer has completed her task, and that she will be available if needed. Michael thanked Jennifer for her time, and effort. 6. Revisit PRAB Mission Statement — Michael Freudenthai Michael stated that our role is advisory. Michael asked if the Board is comfortable with the Mission Statement. Kathy commented that maybe they shouldn't be numbered. How involved should we be? Trisha stated that if we need to be more involved, we need a task force. There was discussion on the Mission Statement. Michael stated that the traditional role of our Board is to advise. The meaning of advise and advocate was discussed. Dan stated it is a good thing to review the Mission Statement. Carl stated that in order to set a clear Mission Statement, we need to have a 100 percent firm grip on what it is we set as goals. Kathy reiterated the codes. 7. PRAB / Council Get-together — Michael Freudenthal Michael stated we are working to establishing a better relationship with Council and he will meet with Mayor Dirksen next week. Michael would like to encourage each one of us to meet and discuss what we are trying to do on a more personal level. Kathy suggested one Board member go to each Council meeting and give an update on what we are doing. Michael will put on the agenda to meet with Council. Michael suggested talking another look, come back and review the Mission Statement, and vote on it. Our goals are on the web site. Dan sends a report to the Craig Prosser each month letting him know what the Park and Recreation Board is doing. Park and Recreation Advisory Board 2 June 12, 2006 8, PRAB Representation on the GCI — Michael Freudenthal Seek a replacement for Trisha Swanson Dan suggested that Michael either call or send an e-mail to Scott Bernhard and Shelly Richards regarding CCI . CCI is also on the web site. Discuss doing on a rotation basis. We will follow up next month . Dan gave a reminder of the John Anderson dedication at Cook Park on June18 , 2006. (Baseball fields) Carl asked for an update on the banning alcohol on the Fanno Creek Trail . 9, Adjourn Meeting was adjourned at 8:55 p. m.
