12/12/2005 - Minutes Parks & Recreation Advisory Board Meeting Minutes Monday, December 12, 2005 7:00 P.M. Tigard Water Auditorium Members Present: Shelley Richards Rodriguez, Brian Davies, Michael Freudenthal, Scott Bernhard, David Baumgarten, Jason Ashley, Barry Albertson (7:16) Members Absent: Ethan Brown, Kathy Meads, Trisha Swanson (Alternate), Carl Switzer Staff Present: Dan Plaza, Steve Martin, and Twila Willson 1. Roll Call Shelley Richards Rodriguez called the meeting to order at 7:04 p.m. 2. Approval of Minutes Michael Fruedenthal motioned to accept the minutes, Scott Bernhard seconded the motion, and the board voted unanimously to approve the minutes; Shelley Richards Rodriguez abstained as she did not attend the November meeting. 3. Comments from the Audience - None 4. Recommended selection of PRAB Board Members and Alternate Council to consider and decide at 12/20/05 meeting Nine applicants applied for two available positions on the Parks and Recreation Advisory Board (PRAB). The City Council appointed to the PRAB Michael Freudenthal and Trisha Swanson, Kelly Jean Johnson as the alternate. Metro Briefing — Dan Plaza reported that on Friday morning Metro held a bond measure meeting. There will be $220m, $160m of which will be distributed at Metro's discretion, $140m+ for local usage, $11 m to non-profit groups ($1.4m for Tigard). Local share money can be used for land acquisition for parks and open space and for construction of trails and other projects. The board has identified Fanno Creek and Metro has also focused on that greenway area. Tigard should be able to identify numerous projects for that area, purchase land along the greenway, and construct a trail in the greenway area. It is not necessary to identify specific areas. Metro wants Tigard's information by February. The Board discussion covered the following points of interest: Park and Recreation Advisory Board December 12, 2005 1 DRAFT Carl Switzer's letter to the City Council Need to use caution when taking on some of the other items specified and not drop the land acquisition Other projects are also huge in themselves Move ahead to push for ballot measure on the land acquisition effort City Hall wants PRAB to look at recreation Push with Metro for bond money Split into smaller groups to cover more than one task Important to look at what their next steps will be Establish a six-month plan to multi-task Michael Freudenthal thanked David Baumgarten for all his work on the Board and was sorry to see him leave. At 7:18 p.m. the Board closed the regular meeting to meet in Executive Session. 5. EXECUTIVE SESSION PRAB Update on "willing-seller" analysis The Board reconvened the regular meeting at 7:46 p.m. Brainstorming session on their Six-Month Plan Can multi-task, but will require more concerted effort Focus on bond measure and grass roots presentations Bond measures — Metro and Tigard Add topic to the January meeting and include the entire board, as well as the new board members, in plan discussion Board member interviews by the City Council included numerous questions about recreation Scott Bernhard stated he thought that a city of Tigard's size that does not have a skate park or recreation program was shameful The skate park has been in the process for four years and needs to become a reality; the project is taking too long It was recommended the six-month plan discussion be part of the January meeting's agenda and the goal setting brainstorming session should expand in more detail on the one-sentence goals covered in Mr. Switzer's letter to Council.
